STATEMENT OF WORK

BUREAU OF INDIAN AFFAIRS
FOR
Office of Justice Service Boilers Replacement
BROWNING, MONTANA
1.0 DEFINITIONS AND ACRONYMS:
“BIA” means Bureau of Indian Affairs “CO” means Contracting Officer “COR” means Contracting Officers Representative “CONTRACTOR” means commercial vendor “A/E” means the Architectural Engineering firm “CM” means Construction Management “DSRM” means Division of Safety Risk Management “ECCAA” means estimated construction contract award amount “QC” means Quality Control “RFI” means Request for Information “SOW” means Statement of Work “NFPA” means National Fire Protection Association
1.1 INTRODUCTION AND OVERVIEW
The BIA, through a contract will provide for repairs to the existing two boiler system work to be performed in this Statement of Work (SOW). All work will adhere to the approved drawings/plans and specifications provided under the SOW. The contractor will provide professional and contracted services for the boiler repairs of the Bureau of Indian Affairs, Office of Justice Service, Adult Detention Center building #126. Any additional work must be through an addendum to this agreement based upon the availability of funds and required prior approval.
1.2 BACKGROUND:
Adult Detention Center building #126 was construction in 1970. The building has a footprint of 9400 square feet. The building is heated by a two boiler system. The make of the two boilers is a Burnham Boiler and Weil Mclain Boiler. The Weil Mclain Boiler is presently not operational and needs to be replaced, the second boiler, the Burnham boiler, struggles to operate and needs to be replaced, though its operational, its performance is no longer optimized. Both existing boiler models are now obsolete.
1.3 PROJECT SCOPE:
The scope of this project is to demo the existing boilers and replace with two new boilers and their controls to restore the boiler system back to a safe, trouble free and operational status in Building #126, at the Adult Detention Center building located in Browning, Montana
1.4 OBJECTIVE:
The objective of this SOW is to define and establish a general scope of services necessary for the replacement of boilers to keep the boiler heating system operational that will heat the Adult Detention Center building safely and efficiently
1.5 PERIOD OF PERFORMANCE:
The period of performance shall begin after award and be completed within 45 days.
1.6 PROJECT LOCATION:
The project is located at Agency Square BIA Building 126, Browning, Montana 59417,

3.0 REQUIREMENTS
The contractor shall provide all labor, equipment, materials, and other incidentals necessary for the performance of the work required under the SOW.
The Contractor shall provide oversight to complete the project in accordance with manufacturer’s recommendations and the attached plans and specifications.
The contractor shall verify all replacement equipment dimensions, and material required to complete the project.
The contractor shall be responsible for providing all costs associated for the replacement of boilers, boiler digital controls and emergency shut off to include manufacturing, shipping, and storage.
Contractor shall be responsible for storage, final shipping, and delivery costs from the factory to the materials final site.
The Contractor shall furnish all supervision for his project until project close out.
The contractor shall perform field measurements and identifying work items, so the replacement boilers are anchored securely without rocking.
The contractor shall provide a 48 hour advance notice to the agency facilities manager and Office of Justice Services, Corrections Officers before beginning work on the boilers and shall proceed until completed.
All material with technical specifications shall be submitted to the contracting officer representative for approval before installation.
All work shall be in accordance with NFPA 101 Life safety Code (2018 Edition).
Substitution request shall be submitted if specified material changes.
Work shall proceed during normal business hours (7am 5pm). Exceptions are extremely rare.
OSHA requirements shall be enforced on this project.
If damages occur and it is determined by the BIA the damages are the result of work done by the Boiler Replacement contractor, the contractor will be responsible for permanent correction of the damage area to the satisfaction of the BIA.
The contractor is responsible for all fees and permits and proper disposal of refuse.
The contractor shall set the boiler to manufacturers specifications to provide a heat throughout the detention center.
The contractor balance and have the Boilers a rotating firing system.
The contract shall be responsible for attaching boilers to fuel lines.
Daily construction reports shall be submitted to the COR on a weekly basis.
Project schedule shall be submitted to Contracting Officer Representative for approval prior to the start of any work.
The contractor is responsible for all quality control for this project
The contractor shall be responsible for auxiliary heating during boiler project as the facility may be occupied while work is proceeding.
3.1 TASKS:
The contractor shall retain three copies of each submittal for the use and review and provide three copies to the BIA’s CO.

The contractor shall contact the local TERO Office before beginning project work.
3.2 End Results/Deliverables
All work shall have a professional and finished appearance.
The contractor shall provide a report, with costs, on any work he may deem necessary to the boiler system, to keep the boiler running effectively and efficiently.
The work area shall be free of debris and material that was generated by the Boiler project.
Warranty forms and information shall be completed by the contractor and presented to COR on final completions of project.
3.3 Other Considerations
Site visit is encouraged before proposal is submitted.
COVID 19 Federal protocol shall be enforced.
Background checks will be performed on contracted individual who will enter the jail to work the project. Only thus who receive a favorable adjudication will be allowed to within the building.

5.0 Operation and Maintenance Manuals and Warranties:
The Contractor shall provide the BIA COR with both electronic files of the Warranties.
Warranty period of this project is 365 days. The number and type of electronic files shall be mutually agreed upon between the BIA COR and the contractor.
6.5 Completion Report:
Not Applicable
6.6 Construction Contract Closeout:
The Contractor shall be responsible for the closeout of the contract with the subcontractors. Closeout procedures shall conform to those in the contract clauses.
The BIA COR shall be provided with a copy of the signed original report prepared by the Contractor, documenting the closeout.
