About this file

This is a Statement of Work (SOW) for exterior entrance stair repair and refinishing at Base Alameda Building 3, Coast Guard Island, Alameda, California 94501. The project addresses failing ceramic tiles on exterior stairs that present tripping hazards and aesthetic degradation, requiring durable, salt-resistant finishes and corrosion-resistant handrails suitable for the coastal marine environment.

The scope encompasses repair of four distinct building entrances totaling approximately 152 square feet: the Main Entrance (10 feet wide, 5 steps, 60 sq. ft. with 10-linear-foot center handrail requirement), Security Entrance 1 (4 feet wide, 4 steps, 16 sq. ft.), Security Entrance 2 (4 feet wide, 4 steps, 16 sq. ft.), and Transportation Entrance (4 feet wide, 5 steps, 20 sq. ft.). Work tasks include site preparation and phasing to maintain at least one entrance open at all times; demolition of existing stairs and thinset/mortar beds; surface preparation via mechanical profiling to achieve Concrete Surface Profile (CSP) 3–5, repair of spalls and cracks, and cleaning/degreasing; application of polymer-modified concrete resurfacer/overlay with medium broom finish or slip-resistant additive on treads; installation of a 10-linear-foot Type 316 stainless steel center handrail at the main entrance secured with high-strength epoxy or non-shrink grout; and application of penetrating silane/siloxane masonry sealer. Required materials include polymer-modified concrete overlay for exterior high-traffic use, Type 316 stainless steel handrails (Type 304 strictly prohibited due to corrosion risks) that are ADA compliant, high-strength epoxy anchoring adhesive, and breathable, non-film-forming penetrating sealer. The contractor must comply with Coast Guard base security requirements including background checks and daily access passes, utilize shrouded tools with HEPA vacuums during concrete grinding to minimize silica dust per OSHA regulations, maintain daily worksite cleanliness, and dispose of all project debris off-base in accordance with local, state, and federal environmental regulations. The period of performance is 60 calendar days from issuance of the Notice to Proceed (NTP).

Statement of Work Project Title: Exterior Entrance Stair Repair and Refinishing

Location: Base Alameda Building 3, Coast Guard Island Alameda, CA 94501

1. General Information

1.1 Scope of Work

The Contractor shall provide all labor, equipment, materials, and supervision necessary to repair and refinish the exterior entrance stairs at building 3. The work includes the demolition and removal of existing failing stairs, surface preparation of the underlying concrete, application of a slip-resistant polymer-modified concrete overlay, and the installation of a new Type 316 stainless steel center handrail at the main entrance.

1.2 Background

The existing ceramic tiles on the exterior stairs of the facility are failing, presenting a tripping hazard and degrading the appearance of the facility.

Due to the coastal marine environment, the stairs require a durable, salt-resistant concrete finish and corrosion-resistant handrails to ensure personnel safety and structural longevity.

2. Project Location and Dimensions

The project encompasses repair of four (4) distinct entrances to the building. The dimensions and specifications for each are as follows. The total estimated surface area is approximately 152 square feet.

2.1 Main Entrance:

10 feet wide, 5 steps (approximately 60 sq. ft.). Requires a new 10-linear-foot center handrail.

2.2 Security Entrance 1:

4 feet wide, 4 steps (approximately 16 sq. ft.).

2.3 Security Entrance 2:

4 feet wide, 4 steps (approximately 16 sq. ft.).

2.4 Transportation Entrance:

4 feet wide, 5 steps (approximately 20 sq. ft.).

3. Specific Tasks and Requirements

The Contractor shall execute the following tasks in accordance with industry best practices and the manufacturer’s specifications for all applied products.

3.1 Site Preparation & Safety (Phasing)

3.1.1 Access: The Contractor shall phase the work to ensure that at least one main or secondary entrance remains open to building occupants at all times. If necessary, temporary ADA-compliant access must be coordinated with the Contracting OƯicer's Representative (COR).

3.1.2 Protection: The Contractor shall establish safety perimeters; protect adjacent surfaces, doors, glass, and landscaping from dust, debris, and concrete slurry.

3.2 Demolition

3.2.1 The Contractor shall mechanically remove all existing stairs and the underlying thinset/mortar bed down to the bare structural concrete across all 152 sq. ft. of the identified stairwells.

3.3 Surface Preparation

3.3.1 The Contractor shall mechanically profile the structural concrete (via grinding or scarifying) to achieve a Concrete Surface Profile (CSP) of 3 to 5, as required by the overlay manufacturer.

3.3.2 The Contractor shall repair any deep spalls, voids, or cracks with a suitable concrete patching compound.

3.3.3 The Contractor shall thoroughly clean and de-grease the surface to ensure proper adhesion.

3.4 Concrete Refinishing

3.4.1 The Contractor shall apply an appropriate primer/bonding agent to the prepared concrete.

3.4.2 The Contractor shall apply a high-strength, polymer-modified concrete resurfacer/overlay (suitable for thin applications ranging from 1/16" to 1/2") to all treads, risers, and immediate landing transitions.

3.4.3 Slip Resistance: The Contractor shall ensure a medium broom finish or a broadcast slip-resistant additive is applied to the treads to prevent slickness when wet.

3.5 Handrail Installation (Main Entrance Only)

3.5.1 The Contractor shall supply and install a 10-linear-foot center handrail at the main entrance.

3.5.2 The Contractor shall core drill the center of the concrete stairs to accommodate the new handrail posts.

3.5.3 The Contractor shall secure the posts using a high-strength anchoring epoxy or non-shrink grout to create a waterproof seal that prevents water pooling and internal post freezing/rusting.

3.6 Sealing & Curing

3.6.1 The Contractor shall apply a penetrating silane/siloxane masonry sealer to the finished stairs to protect against water and chloride (salt) intrusion.

3.6.2 The Contractor shall ensure proper curing time is observed before opening the stairs to foot traƯic.

3.7 Demobilization & Disposal

3.7.1 The Contractor shall maintain a clean worksite daily.

3.7.2 The Contractor shall remove all project-related debris and dispose of materials oƯ-base in accordance with all local, state, and federal environmental regulations.

4. Material Specifications

To withstand the harsh marine environment and heavy foot traƯic, the following material standards must be met:

4.1 Concrete Resurfacer: Polymer-Modified Concrete Overlay designed for exterior, high-traƯic use.

4.2 Handrail: Type 316 Stainless Steel (Standard Type 304 is strictly prohibited due to coastal corrosion risks). Must be ADA Compliant.

4.3 Post Anchoring: High-Strength Epoxy Anchoring Adhesive.

4.4 Sealer: Penetrating Silane/Siloxane Sealer (Breathable, non-film forming).

5. Security and Environmental Compliance

5.1 Base Access: Contractor personnel must comply with all Coast Guard base security requirements, including background checks and daily access pass procedures.

5.2 Environmental: The Contractor shall utilize shrouded tools with HEPA vacuums during concrete grinding to minimize airborne silica dust, complying with OSHA regulations.

6. Period of Performance

The period of performance for this project shall be 60 calendar days from the issuance of the Notice to Proceed (NTP).
