About this file

This Statement of Work (SOW) details an emergent repair project for the water system at the Wapiti Ranger Station in Cody, Wyoming, managed by the US Department of Agriculture (USDA) Forest Service. The project involves comprehensive leak detection and repair of potable water lines and valves across multiple locations, including the Wapiti Wayside Rest, Wapiti Campground, and Wapiti Ranger Station. Specific repair requirements include replacing approximately 5 supply/shut-off valves, excavating and repairing water lines, conducting utility locates, testing repairs, and performing final surface restoration.

The contractor will be responsible for diagnosing and repairing multiple water system issues identified during a site investigation, including broken supply lines, frozen valves, and leaking pipes. Deliverables include a work schedule, traffic plan, materials documentation, and close-out documents, with initial submissions required one week before work begins. The project is time-sensitive, with temporary water mitigation already in place, and requires coordinating with the Contracting Officer's Representative (COR) and district personnel. The solicitation (Number 1240LU25Q0060) seeks a contractor capable of expediting repairs to minimize system downtime while ensuring compliance with codes, safety regulations, and industry standards.

Project EMERGENT WATER SYSTEM REPAIR of WAPITI RANGER STATION

General Information

1.0 Scope of Work

This project consists of leak detection and repair of suspected potable water line and valve failures. Exact quantities of line repair and valve replacements needed is unknown at this time but estimated at 5 supply/shut off valves and nearby pipe. See background below for additional information.

The base items will require removal and replacement (in kind) of the valves/curb stops highlighted on the map.

* Exact quantities of additional line repair and valve replacements needed is unknown at this time and to be determined from base item completion. Types of materials and valve types as well as quantities to be priced after base items completed.

2.0 Background

On 4/18/2025 the field technician was advised there was no water coming to the Wapiti Wayside, the Wapiti Campground and the living quarters at the Wapiti Ranger Station. Upon investigation, water was discovered at the Wapiti Wayside Rest, surfacing near the building and at two of the valve locations, Wapiti RS office supply valve and Wapiti Ranger house. Site investigation discovered that the well had gone through 82,000 gallons since being turned on 4/9/2025. In an attempt to narrow down the source of the leak to the water system for Wapiti Wayside Rest, Wapiti Campground and Wapiti Ranger station, the following was discovered:

1. Wapiti Wayside Rest supply line broken/leaking at shut off valve. (3” PVC line/valve depending on where the break is) Valve replacement in kind.

2. Pipes leaking interior to Wapiti Wayside Rest. (Unsure of extent since water was shutoff before tracing to exact leak locations in the building) Pipe/line repair in building.

3. Blow out valve beyond the E Flat Top to the East of the building is frozen closed. (1.5” PVC line/valve depending on what is in the ground) Valve replacement in kind.

4. Campground well house drain valve is frozen closed. (3” PVC line/valve depending on where the break is) Valve replacement in kind.

5. Wapiti Ranger Station office supply line broken/leaking at shut off valve. Supply valve tube filled with water. (2” PVC line/valve depending on where the break is) Valve replacement in kind.

6. Wapiti Ranger house supply line broken/leaking at shut off valve. (2” PVC line/valve depending on where the break is) Valve replacement in kind.

In order to temporarily mitigate some of the issues, the valve supplying the Wapiti Wayside Rest, Wapiti RS office and the Wapiti Ranger house have been shut off. Closing these valves diverted water to the Wapiti Campground in order to continue providing water to the public. Water was diverted from the irrigation system to the Wapiti Ranger Station and tested to be potable, in order for our personnel (male and female) to be able to shower with scheduled times at a single location in the Wapiti Ranger Station until the water system is fixed.
