About this file
This document is an Amendment 1 Statement of Work (SOW) for an emergent water system repair project at the Wapiti Ranger Station in Cody, Wyoming, issued by the US Department of Agriculture (USDA) Forest Service. The project involves leak detection and repair of a potable water line system, with base items including replacement of six different curb stop valves ranging from 1.5" to 3" in size, and optional items for potential additional valve and water line replacements. The work stems from a critical water system failure discovered on 4/18/2025, where significant water loss was detected and multiple valves were found to be broken or frozen.
The SOW requires the contractor to perform comprehensive water system repair tasks, including utility locates, excavation, valve and line repair, testing, and surface restoration. Deliverables include a work schedule, traffic plan, materials information, close-out documents, and a diagnostic repair plan for interior plumbing. The project is located at the Wapiti Wayside Rest, Wapiti Campground, and Wapiti Ranger Station in Cody, Wyoming. The solicitation (Number 1240LU25Q0060) has an amendment due date of 8/22/2025, and requires contractors to complete a 1442 form and experience questionnaire. The work must be conducted safely, in compliance with codes and OSHA regulations, with minimal system downtime.

2.0 Background
On 4/18/2025 the field technician was advised there was no water coming to the Wapiti Wayside, the Wapiti Campground and the living quarters at the Wapiti Ranger Station. Upon investigation, water was discovered at the Wapiti Wayside Rest, surfacing near the building and at two of the valve locations, Wapiti RS office supply valve and Wapiti Ranger house. Site investigation discovered that the well had gone through 82,000 gallons since being turned on 4/9/2025. In an attempt to narrow down the source of the leak to the water system for Wapiti Wayside Rest, Wapiti Campground and Wapiti Ranger station, the following was discovered:
· Wapiti Wayside Rest supply line broken/leaking at shut off valve. (3” PVC line/valve depending on where the break is) Valve replacement in kind.
· There are three valves in close proximity, and it may be worth replacing all of them while in the area
· Campground well house drain valve is frozen closed. (3” PVC line/valve depending on where the break is) Valve replacement in kind.
· Wapiti Ranger Station office supply line broken/leaking at shut off valve. Supply valve tube filled with water. (2” PVC line/valve depending on where the break is) Valve replacement in kind.
· Wapiti Ranger Station house supply line broken/leaking at shut off valve. (2” PVC line/valve depending on where the break is) Valve replacement in kind.
· Blow out valve beyond the E Flat Top to the East of the building is frozen closed. (1.5” PVC line/valve depending on what is in the ground) Valve replacement in kind.
· Pipes leaking interior to Wapiti Wayside Rest. (Unsure of extent since water was shutoff before tracing to exact leak locations in the building) Pipe/line diagnosis and repair plan.
In order to temporarily mitigate some of the issues, the valve supplying the Wapiti Wayside Rest, Wapiti RS office and the Wapiti Ranger house have been shut off. Closing these valves diverted water to the Wapiti Campground in order to continue providing water to the public. Water was diverted from the irrigation system to the Wapiti Ranger Station and tested to be potable, in order for our personnel (male and female) to be able to shower with scheduled times at a single location in the Wapiti Ranger Station until the water system is fixed.
