2. Contract or Task Order Title. Television Commercial Services

3. Background. Currently, Service exists and is being provided to the Pentagon; Cable Television (JP643) signals from a satellite dish is located on the roof of the Pentagon and the Mark Center. The signal from the satellite dish is encrypted when it arrives on the JSP closed network. It is decrypted, processed, and sent over fiber optic cables to various nodes within the building and surrounding locations. The signal is then converted from light (fiber) to an RF (coaxial cable) and dispersed throughout the various locations and offices. The Pentagon and NCR region including the Mark Center services approximately 3800 customers through three existing accounts. JSP pays monthly invoices using government purchase card. Per DISA Government Purchase Card Coordinator, payments exceed card threshold and was instructed to place existing accounts on a contract.

4. Objectives. Services are for existing three accounts to be place on an annual contract instead of paying monthly services with government purchase card. New installation and/or new service not required.

5. Scope. The nature of this action is to procure a five year contract for Television Satellite Services. This contract directly supports DISA/Joint Service Provider (JSP) customers to prevent loss of the required broadcast services, which are currently being provided by a contractor, with a contract in place between the vendor and the U.S. government. JSP needs service to be able to provide the staff in the Pentagon and NCR region including the Mark Center (building I and II) the ability to receive mission essential broadcast TV services, such as news channels and C-SPAN. At the Pentagon, the television service account serves as a back-up to the main Simulsat Antenna which support the missions of SECDEF, Chairman of the Joint Chiefs of Staff and all military commands.
