About this file

This Statement of Work (SOW) outlines remediation requirements for three U.S. Forest Service (USFS) guy towers in Florida: Eddy Repeater, River Forest Repeater, and Sumatra Repeater. The work involves implementing guy system tensioning, performing minor guy system repairs, and installing new grounding on guys and guy anchors to meet TIA-222 Rev. H and NFPA 780 standards.

The contractor must provide all tools, equipment, materials and technical expertise to complete specific requirements at each site, including tensioning guy wires to initial tension specifications, performing corrosion abatement, installing safety wires and grounding systems, clearing vegetation, and conducting tower mapping. The project must be completed within 30 days of Notice to Proceed, with a preliminary schedule due 10 days after award and final schedule two weeks before work starts. Key deliverables include a remediation plan, documentation of completed activities, test data for tensioning, photographs of below-grade work, and final project documents in PDF format. The work supports both the USFS mission and Federal Aviation Administration (FAA) efforts, with specific technical requirements including grounding resistance standards of 10-25 ohms and detailed specifications for ground rods, conductors, and installation methods.

The initiative will focus on addressing systemic maintenance and critical infrastructure issues afflicting the USFS tower inventory and their ability to support mission critical activities. The contracting entity will serve independently to provide technical, and logistics services to support the Federal Aviation Administration (FAA) in the efforts detailed within this scope of work.

2. Scope of Work

The scope of work will encompass the implementation of guy system tensioning, minor guy system repair required for tensioning and new grounding installed on the guys and guy anchors of all identified USFS tower assets.
