STATEMENT OF WORK (SOW)
Emergency Communications Center Video Wall System Upgrade
Eglin Air Force Base, Florida
8/14/2025
1. PURPOSE
The purpose of this Statement of Work (SOW) is to define the requirements for the procurement and installation of an integrated 3x2 LCD video wall system and four OFE auxiliary displays to support mission-critical operations in the Emergency Communications Center (ECC) at Eglin
AFB.
2. SCOPE
This requirement includes all necessary labor, equipment, software, shipping, installation, training, and support to deliver a fully operational system. The solution must include six LG 55” narrow bezel LCDs in a 3x2 matrix, four government-furnished UHD displays, Activu visualization software and licensing, audio integration, racks and cabling, configuration, and a one-year support plan. Installation shall be performed by the contractor on-site at Building 1462, Emergency Communications Center, Eglin Air Force Base, Florida. All work shall be coordinated in advance with the project lead and adhere to all base access control procedures.
3. DELIVERABLES
- Display Devices: (6) LG 55” narrow bezel LCDs; (1) 101” OFE UHD LCD; (3) 55” OFE UHD LCDs
- Process & Control: Dell 7960 Display Node, PowerEdge R360 Server, HDMI matrix switch, fiber extenders, KVM, network switch
- Audio: QSC processor, amp, 6 ceiling speakers, touchscreen controller
- Software: Activu System Manager, 10 user licenses, 13 advanced display licenses
- Installation and Integration: On-site install, shipping, engineering, training
- Support: One-year Activu Silver Plan
4. ACCEPTANCE CRITERIA
- All hardware and displays installed, tested, and functioning
- Activu software licensed, configured, and operational for 10 users
- Audio output verified across all zones
- User training completed
- Acceptance Test Procedure (ATP) signed by ECC project lead
5. PERIOD OF PERFORMANCE
The contractor shall complete the installation and final acceptance within 90 calendar days of contract award.
6. ROLES AND RESPONSIBILITIES
The following outlines the responsibilities of the contractor and the Government to ensure successful delivery and installation of the Emergency Communications Center (ECC) Video Wall System:
Contractor Responsibilities:
- Provide all hardware, software, and accessories as detailed in the system summary and BOM (Bill of Materials)
- Conduct a site survey and coordinate installation schedule with the ECC Project Manager
- Perform system integration and installation at Building 1462, Eglin AFB, in accordance with base access protocols
- Ensure functionality of all displays, visualization software, audio components, and control systems
- Provide remote training for at least two designated Government personnel
- Deliver system documentation including license keys, user guides, and as-built drawings
- Conduct Acceptance Test Procedure (ATP) jointly with Government personnel and resolve any deficiencies
- Provide one-year Silver-level support following system acceptance
Government Responsibilities:
- Provide access to Building 1462 and ensure all work areas are available during scheduled installation times
- Ensure all Government-Furnished Equipment (GFE), including (1) 101” and (3) 55” UHD LCD displays, are available on-site
- Assign an ECC Project Manager as point of contact for coordination
- Coordinate escorting and badging, as required, for contractor personnel
- Provide access to power, data drops, and network integration points as necessary for installation
- Attend training sessions and participate in the Acceptance Test Procedure
- Approve final ATP and confirm completion of all contract deliverables
