To conduct repairs of the Eastside and Westside Wastewater Treatment Plants (WWTPs) Influent Lift Station and Westside WWTP Equalization

DESCRIPTION OF WORK:
1.0 GENERAL
1.1 Background
USDA has two wastewater treatment plants (WWTP), namely the Eastside WWTP and the Westside WWTP. Both plants influent lift stations have operational problems related to pumps and/or electrical and controls. The Westside WWTP also has problems with the equalization basin pumps.
1.2 Overview and Purpose of Statement of Work:
This SOW is to specify repairs needed to Eastside and Westside WWTPs influent pump stations and Westside WWTP equalization basin pumps.

2.2 Safety
2.2.1 The Contractor shall comply with all Federal, State and local laws pertaining to OSHA, fire safety, and environmental regulations.
2.2.2 The contractor shall comply with appropriate COVID-19 requirements established by the location.
3.0 SCOPE OF WORK:
3.1 Project Management
Project management activities for this project are limited to the following:
3.1.1 Coordination with the BARC Team on scheduling site visits and access to facilities requiring repairs.
3.1.2 Develop a work schedule to expedite this urgent work.
3.1.3 Prepare and submit invoices and progress reports to BARC Team
3.2 Itemized Repairs Scope
3.2.1 Investigate the problems at the Eastside & Westside WWTP Influent lift stations and other facilities as noted below.
3.2.1.1 The investigation team shall be available for a minimum of two full days at the plants to troubleshoot problems with the lift stations.
3.2.1.2 Assemble a team of mechanical and electrical experts to diagnose and provide estimates for repairs for the following:
3.2.1.2.1 issues with the Westside WWTP Influent lift station
3.2.1.2.2 issues with the Eastside WWTP Influent lift station
3.2.1.2.3 provide recommendations for repair and/or replacement of pumps and electrical and control systems with cost estimates.
3.2.2 Replace two of the existing three pumps at the Westside WWTP equalization basin.
3.2.2.1 If in-kind replacement is available, the contractor shall replace them with the same type of pumps, if existing pumps are not available, replace them with pumps having the same operating characteristics.
3.2.2.2 If different pumps are installed, the contractor shall evaluate the need to replace the existing guiderails and discharge elbows and if needed, replace them to fit new pumps.
3.2.2.3 The existing pumps have the following operating
characteristics:

Design pump capacity: 70 gpm 13 feet of head
Discharge size: 4 inches
Pump minimum efficiency: 60%
Pump speed: 1160 RPM
Motor horsepower: 1 HP
3.2.3 Investigate problems and repair the existing Westside WWTP nonoperational treatment unit sludge airlift system. Start the unit and ensure all other unit equipment working condition.
4.0 OPTION 1
4.1 Eastside/Westside WWTP Influent Lift Stations Repair
4.1.1 Provide repair/replacement for the Eastside and Westside WWTP Influent lift station pumps and pumping system.
4.1.2 The replacement of pumps shall be with pumps having the same operational characteristics of the existing pumps.
4.1.3 Available O&M data for the systems will be available to the contractor.
5.0 PROJECT CONDITIONS AND SPECIFICATIONS
5.1 Project Coordination
5.1.1 Communications
5.1.1.1 All communications shall be through the Project CO and the Project COR
5.1.1.2 Acceptable forms of communications include Emails, Letters, and Telephone Memoranda
5.1.2 Period of Performance and Project Schedule
5.1.2.1 The period of performance of this contract shall be ONE Month from the date of the Notice to Proceed
