About this file

This document is a set of Questions and Answers related to a federal contract opportunity for repairs needed at the Eastside and Westside Wastewater Treatment Plants (WWTPs). The Q&A provides details on the pumps, piping, and control systems at the Westside WWTP Influent Pump Station and the Westside WWTP Equalization Basin. It also clarifies the scope of work, including replacement of corroded pipes and pumps, and notes that the Option Services should not be bid at this time.

The related federal contract opportunity is for a solicitation to 1) investigate issues at the Eastside and Westside WWTP Influent lift stations and other facilities, and 2) replace two of the three pumps at the Westside WWTP equalization basin. The contract will have two line items - a lump sum for the investigation and pump replacement, and an option CLIN for repairs to the Eastside/Westside WWTP Influent Lift Stations. This is a Total Small Business Set-Aside with a 30-day period of performance. Offers are due by April 22, 2024.

Question 1: Please elaborate on the “Controls” that are noted for pumps.

Answer 1: Each pump is managed by an electric and control system; the control system is usually part of the plant control system and is usually float controlled. Evaluation/check/investigation shall include the pumps (mechanical), the Motor Control Center (MCC) which represents the electrical as well as the control system for the pumps.

Question 2: Please provide Equalization Pumps model and serial numbers.

Answer 2: Available information as follows:

ABS/Pumpex

3 HP

1700 RPM

3 Phase 460V Type K80F‐VC3‐162 Serial 69757

Question 3: Should the Equalization Basin Pumps’ discharge elbows as well as the railings be replaced?

Answer 3: The discharge elbows are in bad shape and shall be replaced. As far as the railings, if an exact replacement of the pumps is found (pumps are over 30 years old and manufacturer doesn’t seem to be active), then the railing can be reused. If new pumps are used, then the railings shall be replaced to work with the new pumps.

Question 4: How should the Option Services be bid?

Answer 4: DO NOT BID SOW Paragraph 4.0 Option 1. Until the evaluation/check/investigation is complete, the extent of the repair or replacement is unknown. Only the base requirements will be evaluated.

Question 5: Please elaborate on the scope of the Westside WWTP Treatment Unit.

Answer 5: The Air Lift Pump that transfers sludge from the clarifier to the aeration basin discharge 4” pipe as well as the 1½” air pipe are corroded and have holes, the scope will be repair of the holes in the pipe or replacement of these pipes. This unit is up for renovation and it is part of a contract being currently awarded by USACE to an A/E but the requiring activity can’t wait for two years without any redundancy at the plant, so the Air Lift must be repaired.
