SCOPE OF WORK
Complete Class III Archeological Inventory of select Defense-related Uranium Mine Locations at Capitol Reef National Park
SCOPE: The selected contractor shall perform the work of this project for the National Park Service (NPS) as described below.
CONFIDENTIALITY: The information developed under this contract is the property of the U.S.
Government and shall be kept in strict confidence.
PERFORMANCE PERIOD: The work under this award shall be provided to complete the scope of services and submit final deliverables by October 31, 2022.

Project Description The National Park Service seeks a contractor to complete Class III archeological inventory and reporting at six Defense-Related Uranium Mine (DRUM) locations within Capitol Reef National Park. The contractor will conduct archeological and historical identification efforts to document all resource types within the Area of Potential Effects for DRUM locations in sufficient detail to inform determinations of eligibility under 36CFR800.
Documentation and evaluation of archeological and historic resources shall be conducted by historic preservation professionals meeting the Secretary of the Interior’s Standards (62 Federal Register 33708).
The level of documentation will meet Federal standards, policies, and regulations, including but not limited to the following:
• NPS Management Policies
• NPS Directors Order No. 28 and 28A (Archeology)
• The Secretary of the Interior’s Standards for the Treatment of Historic Properties
• National Register Bulletin 15: How to Apply the National Register Criteria for Evaluation
• National Register Bulletin 36: Guidelines for Evaluating and Registering Archeological Properties
The level of documentation will also meet Utah State standards consistent with, but not limited to the following:
• Utah State Historic Preservation Office Archaeological Compliance Guidance
• Utah State Historic Preservation Office E106 Submission Requirements for Historic Buildings and
Structures
• Utah Professional Archaeological Council Linear Sites Guidance and Recording under Section 106 of the National Historic Preservation Act
Contractor initiation of the services performed under this award has flexibility, but shall be completed along with the final deliverables by October 31, 2022. The Cultural Resources Program Manager at CARE will be notified of dates that the contractor will be conducting work in the park.
The contractor is responsible for quality control, which includes ensuring the technical accuracy and completeness of the deliverables prior to submission to the park. The contractor’s quality control efforts shall ensure that all draft and final deliverables have been reviewed for consistency, professional and copy quality, technical adequacy, and readability. Quality control review shall ensure appropriate analysis with sufficient support and rationale for National Register of Historic Places (NRHP) eligibility recommendations.
The cultural resource information obtained during this project is protected from public disclosure under 54 U.S.C. § 307103 and U.S.C. Section 470 hh of the Archaeological Resources Protection Act of 1979.
The contractor may not publish articles based on the research covered under this contract, without prior written consent of the park. The NPS will have unlimited rights to all records, images, maps and notes produced in relation to this project. The completed documentation may be used and reproduced in any fashion that the NPS chooses, with appropriate credit given to the contractor.
Project Locations Table 1 identifies the reported mine type, associated feature types, and estimated acreage of the APE to inform the scope of identification and documentation efforts needed for each DRUM location. The estimates are based upon values derived from the Abandoned Mineral Lands program database and when available narrative descriptions of the extent of mine locations. Figure 1 illustrates the approximate location of each DRUM site in relation to the park boundaries.

Services and Deliverable This SOW describes the services and deliverables to be provided to the NPS by the contractor under this contract.
Pre-field Records Search
• The contractor will be responsible for conducting a file and literature review at the Utah State Historic Preservation Office and Capitol Reef National Park. Additional records to be consulted include, but are not limited to, Bureau of Land Management General Land Office, Utah Department of Natural Resources Division of Oil, Gas and Mining, and United States Geological Survey Historical Topographic Maps.
Fieldwork
• The contractor will complete pedestrian inventory at select DRUM locations within the park as identified above. Any portions of the APE that are not intensively inventoried due to excessive cross slope, existing infrastructure, or other factors shall be identified in the final report.
• The APE is defined as a 30 meter buffer surrounding all mining-related areas and disturbances.
Documentation will including a 15 meter buffer on either side of the centerline for access roads.
• Documentation will be completed on the appropriate Utah Archaeological Site Form (UASF) and/or Utah Historic Site Form depending on the type of cultural resources encountered.

• GPS data collected for this project will conform to the NPS geospatial data standards and templates for cultural resources. The park will provide the contractor with a blank project geodatabase and the National Park Service Cultural Resource Spatial Data Transfer Standards (2014). Sites will be plotted on the appropriate USGS topographic maps. Collected data shall be < 1 meter in accuracy.
• The nature of the archaeological work proposed under the terms of this permit is limited to non-collection survey and recordation of archaeological resources of Capitol Reef National Park. No archaeological material will be collected and the associated records, data, photographs, and other documents generated will be maintained as part of the park’s archive collection.
Reporting
• The Contractor will submit a draft report to the CARE Cultural Resource Program Manager using the results of the pre-field records search and the archeological inventory within 30 calendar days of completing the fieldwork. The draft report will also include the resource documentation forms and geospatial data in approved format.
• The NPS will have 30 calendar days to review the first draft submittal and provide consolidated comments to the contractor. Upon receipt of park comments, the contractor will have 30 calendar to provide a written response to all comments in a comment matrix and make revisions and/or corrections as required by park review that will accompany the final report submittal.
GIS Deliverables The contractor is expected to submit all raw data, derived data products, and other supporting materials created or gathered in the course of work. Provide all maps, collected field data (in raw and processed format), all GIS projects files, and GIS generated spatial data to NPS.
• All GIS products will contain FGDC compliant metadata.
• All GIS products will follow NPS Guidelines (NPS Core Spatial Data Guidelines (2016); NPS GIS
Layer Naming Conventions Guidelines etc)
• Vector data shall be supplied to the NPS as an ESRI Feature Class located within a File
Geodatabase (.gdb) compatible with most recent versions of ArcGIS or ArcGIS Pro
• All Feature datasets and classes shall contain projection information and conform to the UTM, NAD 83 projection.
Final Deliverables The final report and deliverables will be submitted electronically in conformance with the above standards and UT SHPO Digital Records Submission Requirements. The contractor shall also submit all field records: original or copies of material associated with the project, including field notes, and copies of primary research materials.
