DRIVERS FOR ED MOTOR POOL
STATEMENT OF WORK
ORGANIZATION
US Department of Education 400 Maryland Avenue, SW Washington, DC 20202-4500 www.ed.gov ED’s mission is to promote student achievement and preparation for global competitiveness by fostering educational excellence and ensuring equal access.
SCOPE
The U.S. Department of Education (Department), Office of Finance and Operations (OFO), requires drivers to operate a fleet of Department vehicles used to drive various Department dignitaries around the Washington, DC Metropolitan Area. Specifically, four (4) full-time equivalent drivers are required to provide the needed chauffeuring services. All contractor staff will be on site at 400 Maryland Avenue, SW, Washington, DC, 40 hours per week to perform driving and related administrative tasks such as processing transportation requests and maintaining trip logs.
TASKS/SERVICES
Specifically, contractor drivers shall provide the following services:
· Drive light trucks and other vehicles.
· Maintain trip logs.
· Ensure vehicles are in safe operating condition and perform minor repairs.
· Drop off and pick up various Departmental dignitaries as assigned.
· Maintain a professional business attire
· Send daily trip rosters to customers using a computer and MS Outlook software
· Provide trip updates, situational awareness during trips to the COR and drivers using a computer, MS Outlook software and the government issued cell phone.
· Maintain daily scheduled trip logs/rosters using a computer and Microsoft Excel software.
Note: The Department does not require vehicles for this acquisition, only drivers are needed and required. Travel is not required either.
DRIVER-Provided Services
· Drive all specified GSA leased vehicles in accordance with the State motor vehicle rules and regulations.
· Accurately maintain scheduled trip logs.
· Ensure vehicle is in safe operating condition and perform minor repairs prior to scheduled trip.
· Clean and sanitize vehicles, as described below, using Department supplied cleaning agents
· Complete drop off and pick up of various Departmental dignitaries as assigned.
· Employ time management and organizational skills to keep track of scheduled trips.
CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED.
The contractor shall ensure all drivers have:
· A valid driver’s license.
· A vast knowledge of the Washington Metropolitan Area.
· Thorough knowledge of motor vehicle rules and regulations for operating vehicles in the Washington Metropolitan Area and of all rules and regulations of highway safety.
· Skill in the use of tools such as pliers, wrenches, screwdrivers, tire irons, jacks, or similar tools for handling emergency repairs.
· Ability to arrange for vehicle repairs as needed
· Ability to interact with clients in a professional and respectful manner.
· Excellent navigation skills and proficiency in using navigation applications.
· Ability to comply with all mandated Education Directives and State Policies on driver safety.
· Exceptional communication and interpersonal skills to interact with Senior Management.
· Physical resilience for long sitting or driving periods
· Ability to ensure vehicle is fueled/cleaned and ready for use.
The contractor shall comply with all the driver license and physical requirements above. In addition, the contractor shall:
· Receive electronic transportation requests via a centralized mailbox provided by the Department.
· Collaborate with Department management to modify daily routes to accommodate the needs of customers.
· Develop safe routes and maintain contact with drivers throughout the day
· Liaison through the Department-assigned cell phone and answer incoming phone calls from drivers on the road.
· Monitor any sudden route changes or road construction issues and work with drivers to establish new routes for timely deliveries of the Department’s dignitaries.
· Cultivate strong relationships with office team to reduce the stress that comes with last minute schedule changes and other program challenges.
· Demonstrate strong customer service skills.
PERIOD OF PERFORMANCE
September 26, 2022, through September 25, 2023
PLACE OF PERFORMANCE
The place of performance is US Department of Education, 400 Maryland Avenue, SW, Washington DC 20202.
OPERATIONAL HOURS
The contractor shall provide four (4) FTEs 40 hours per week during normal business hours, Monday through Friday, excluding Holidays. The contractor shall have backup or substitute drivers available so that four drivers are always available.
BUSINESS ATTIRE
All drivers shall wear business attire, preferably (dark colored suits, white shirt, and tie).
OVERTIME
Overtime is authorized. The total number of overtime hours allowed for the 12-month contract period of performance is 150, inclusive of all drivers.
SAFETY ISSUES
The contractor shall provide a copy of the official driving record for each driver prior at the time of quote submission. In addition, drivers shall:
· Have knowledge of the Distracted Driving Safety Act of 2004: Cell Phone Use, Other Distractive Activities While Driving Are Prohibited.
· Have knowledge of Executive Order 13513 - “Federal Leadership on Reducing Text Messaging while Driving”.
· Wear Safety Belts at all times while driving.
· Wear face masks as required or needed
GOVERNMENT-FURNISHED EQUIPMENT AND/OR FACILITIES PROVIDED
To assist with administrative tasks such as maintaining driving logs, sending daily trip rosters, etc., the Department shall provide each driver with the following:
· Workstation
· Computer
· Desk phone
· Government issued Cell phone for official use (including emergency use on the road)
· Office supplies
· Government PIV card
· Access to the Department of Education’s Motor vehicle fleet and gas cards
· Training on use of Electric Vehicle Supply Equipment infrastructure and Electric Vehicles
· Personal Protective Equipment (PPE) and other cleaning supplies to assist with sanitizing the vehicles (as needed).
SECURITY CLEARANCE/POLICE RECORD CHECK/DRIVING RECORD CHECK

The contractor shall comply with all applicable Department of Education security regulations and procedures during the performance of this task order. The contractor shall not disclose and must safeguard sensitive information, computer systems and data, privacy act data, and Government personnel work products that are obtained or generated in the performance of this task order. If necessary, the contractor will be required to provide clearances for personnel requiring access to the Government computers and workstations.
SECURITY RISK LEVELS
This position is Moderate Risk/Public Trust Positions. Positions with the potential for moderate to serious impact on the efficiency, operations, or reputation of ED; this refers to all positions that require access to ED or FSA information, including, but not limited to CUI as defined in 32 CFR Part 2002, Privacy Act protected, PII, proprietary or other sensitive information and data.
GOVERNMENT CONTRACTING OFFICER’S REPRESENTATIVE (COR)
The Government COR will provide general instructions on limitations and deadlines and is responsible for administration of the contract to include inspection and acceptance of services.
CONTINGENCY PLAN WHILE UNDER COVID-19
Contractor staff must adhere to the following:
· Must wear mask while in the common areas of the agency as required.
· Must wear mask while operating the vehicles.
· Must maintain a safe distance of six feet while in the office setting.
· Must adhere to the GSA vehicle cleaning protocol below.
If contractor staff has a confirmed case of COVID-19 or has been exposed to a person with a confirmed case of COVID-19, the contractor shall follow CDC and ED COVID-19 guidelines and protocols. Contractor staff shall self-quarantine for the CDC recommended period of time.
Vehicle Capacity: Maintain the following number of passengers for COVID safety, unless otherwise directed by the COR based on changing COVID guidance.
· Suburban – no more than four (including driver)
· Expedition - No more than three (including driver).
· Sedans -No more than two (including driver).
· Vans -No more than four (including the driver).
GSA Fleet Vehicle Cleaning & Disinfecting Requirements for COVID-19
The contractor shall:
1. Sanitize frequently touched vehicle surfaces on a regular basis in accordance with the following GSA fleet vehicle cleaning & disinfecting guidance:
· Be mindful of the cleaning / disinfecting agents used on vehicles to avoid inadvertently damaging the interior or exterior.
· Many of the same household cleaners (such as non-bleach, unscented, non-chlorinated disinfectant cleaners and wipes) that kill coronaviruses on hard surfaces at home can also clean most car interiors without causing damage.
· Test selected cleaning agent in an inconspicuous location.
· Alcohol solutions that contain at least 70 percent alcohol are effective against coronavirus, according to the CDC. Nearly every interior surface of a vehicle can be cleaned with isopropyl alcohol.
· Vigorous washing with soap and water can also destroy coronavirus. Soap and water are safe for most car interiors. Be careful not to saturate the surfaces.
· Consult the cleaning directions provided in the Vehicle Owners’ Manual. Follow the cleaning agent manufacturer’s product label guidance for the recommended disinfecting procedure, as guidance varies by cleaning product. Read all instructions and precautions of the materials being utilized and follow all safety recommendations when utilizing cleaning products to ensure personal safety.
2. When finished driving the vehicle for the day, thoroughly wipe down the vehicle with disinfectant wipes or other appropriate cleaning solutions.
3. When using wipes, remove excess liquid before wiping surfaces, especially electrical components and touch screens.
The contractor shall ensure that drivers adhere to the following additional sanitation-related requirements:
· Do not use bleach or hydrogen peroxide on the inside of a car.
· Do not use scented wipes or wipes containing bleach.
· Do not use ammonia-based cleaners on car touch screens or dashboards, as they can damage anti-glare and anti-fingerprint coatings.
· Never combine cleaning chemicals as doing so may lead to toxicity.
Cleaning & Disinfecting Vehicle High Touch Areas:
The contractor shall ensure that the following vehicle high touch areas are cleaned & disinfected as specified above:
· Car keys and fobs
· Door handles, door latches and lock buttons
· Steering wheel
· Shift lever!
· Any buttons or touch screens (radios, mirror adjusters, climate controls, etc.)
· Wiper and turn signal stalks Center console and cup holders Driver and passenger armrests and seat belts, grab handles, and seat adjusters.
· Headrests and seat pockets
Driver COVID-19 Protocols:
Drivers shall practice the following sanitation protocols:
1. Wash hands before and after driving.
2. Wear gloves, when possible, outside of vehicle, especially when fueling. Pumps, keypads and other surfaces are frequently touched and may not have been sanitized.
3. When possible, use contactless payment methods to avoid touching keypads or pens.
4. Use knuckles rather than fingertips to touch common contact areas. Compared to fingertips, knuckles generally have less contact with other things throughout the day.
