About this file

This is a Statement of Work (SOW) for the VA Loma Linda (VALL) Whole House Nurse Call System Replacement project. The contractor is responsible for complete installation of a nurse call system including cable installation, cable termination, periphery device installation, and networking component implementation. All servers, switches, and wiring infrastructure must be pre-staged prior to room connections to minimize patient care interference. The contractor must equip wet areas with splash-resistant components and all ligature risk areas with Joint Commission-compliant anti-ligature components including room disable toggles. The contractor shall coordinate with clinical department leads to develop nurse call clinical designs, interface the system with Hillrom beds, and achieve complete integration with Vocera. Installers must confirm full room functionality before disconnecting any room, ensuring seamless device communication and proper population of bed and nurse call component status/alarms on the web viewer and pillow speaker TV control. Network and architectural drawings detailing all wiring schematics must be provided at project closeout, and training must be delivered for basic troubleshooting on both equipment and servers.

Services will be delivered Monday through Friday from 8:00 a.m. to 4:30 p.m. local time, excluding Federal Recognized Holidays. Outstanding issues must be addressed within one week of written notification. The Government will designate local hospital staff on a continual basis and define required configurations for vendor staff. Acceptance occurs once all equipment is received, installed, and validated as working to specification by VA Loma Linda Biomedical Engineering and other critical assessment staff. The Government reserves the right to accept or reject contractor employees, with performance or conduct complaints resolved between the contractor and Contracting Officer's Representative (COR), with final decision by the Contracting Officer. The vendor is responsible for coordinating deliveries with Site Points of Contact and inventorying all equipment upon receipt, maintaining accountability until project completion certification by the COR. Services begin on a mutually agreed date after Purchase Order receipt and SOW execution. Change orders require written requests, with vendors responding within fifteen working days and including cost estimates and investigation timeframes.
