Statement of Work (SOW) Transcription of Inspector General Interviews
1.0 SCOPE
The purpose of this Blanket Purchase Order (BPA) is for transcription services for interviews conducted by Investigators in the 27 Special Operations Wing Inspector General’s Office. The estimated quantity is verbatim transcription of 100-200 hours of recorded testimony annually.
1.1 BACKGROUND
The transcription services required involves recorded interviews conducted as part of an Inspector General’s investigation.
2.0 APPLICABLE DOCUMENTS
Documents will be transcribed in the format provided on pages 3 and 4.
3.0 TECHNICAL REQUIREMENTS
3.1 The Government will provide, to the contractor, a digital recording format via the government maintained file transfer site Safe Access File Exchange (SAFE), along with a written document called a Transcription Data Sheet (TDS) containing the correctly spelled names of the Investigators, the person being interviewed, names of people identified in the interview, and definitions of acronyms.
3.2 The contractor shall transcribe each interview using Microsoft Word 2007 or newer, following the sample format provided. The interviews are sworn statements, and shall be transcribed verbatim. The contractor shall ensure that anti-virus software is current on all computers used for these transcriptions and that these sensitive documents are protected from disclosure. The contractor shall sign and abide by conditions in the government’s non-disclosure agreement.
3.3 Spelling and Grammar check shall be used by the contractor on the completed transcriptions. Transcriptions shall have no errors in spelling, grammar, or punctuation and no missing words. Transcriptions submitted containing errors will be returned to the Contractor for correction when feasible at no additional cost to the government.
3.4 The government will transmit the digital interview to be transcribed and the TDS via electronic transmission, or via FedEx.
3.5 The contractor shall contact the Point of Contact on the TDS if additional information is needed. The contractor will permanently delete the electronic file or destroy the CD/DVD five days after final completion and acceptance of the statement.
4.0 DATA DELIVERABLES
4.1 The contractor will provide a completed file of the fully trasncribed interview following the requirements of this SOW.
4.2 Once the digital file is ready to be delivered to the government, the contractor will request the government for a “Drop-off” request through the government maintained file transfer site SAFE. Once the contractor receives the request from the SAFE site, the contractor will encrypt the transcript through the SAFE site and transcript the file to the government. The contactor will then send the government the “Encryption Passphrase” required to download the file form the SAFE site.
4.3 Acceptance of the digital file will be taken by the investigators, Office of the Inspector General, (575) 784-1768. The digital file will be opened and reviewed to ensure the file is not corrupted prior to acceptance.
5.0 OTHER
5.1 SECURITY – Unclassified. Controlled Unclassified Information (CUI). The Contractor and all employees shall sign a non-disclosure agreement at the start of the BPA and new employees within three (3) working days hire.
5.2 PLACE OF PERFORMANCE: The contractor office spaces only.
5.3 TIMELINESS: Each transcript will have unique requirements and will be defined by the Government at the time of the BPA call.
