Project Ground clearing and root raking.

General Information

1.0 Scope of Work

The goal of this work is to prepare land for use in active forest management, including tree planting and production of seed for reforestation and restoration. Work will be performed at 359 Main Rd Delaware, OH 43015. The land includes

4.1 acres north of Hanover Rd. and 4.4 acres north of Koch’s archive and 1 acre on the northwest corner of Panhandle Road planting (see diagram below). To use this land for tree planting, trees, brush, roots, and stumps will be removed.

2.0 Background

Land for active forest management, including tree planting, is in short supply at Northern Research Station Forestry Sciences Laboratory in Delaware, OH. As a result, new land needs to be prepared to host tree plantings for use in production of seed for reforestation and restoration. The property off of Hanover Rd. was previously fallow farm field and as a result was been invaded by trees and woody shrubs, which need to be removed before tree planting can occur.

In addition, land north of Koch’s archive and on the northwest corner of Panhandle Road were recently cleared, but exiting tree roots and stumps make planting and maintaining new plantings difficult.

Contractor Requirements

3.0 Technical Requirements / Tasks

• For Hanover Rd planting, the Contactor shall stage equipment west of the area to be cleared.

• Access to existing tree plantings will not be blocked with parked equipment. Staging area will be restored to existing grade and smoothness. Vegetation may be removed from this area as needed. The government will not be held responsible for equipment left on site.

• For Hanover Rd planting, all brush and trees are to be removed and chipped on site.

• Stumps over 4 inches are to be ground or root raked. If stump grinding the stumps and lateral roots above the 4-inch diameter, then they are to be ground 6 inches below grade.

• Larger trees may be removed from site or chipped at contractor’s discretion.

• Remaining Chips and mowing debris are to be spread evenly on the removal site so that future growth can be mowed with a brush hog. Debris shall be fine enough to brush hog over. There should be no ruts deeper than 3 inches when work is finished.

• Contractor will need to keep adjacent research planting available to Forest Service staff / contract staff during normal working hours. Contractor will communicate work schedules with the Contracting Officer Representative (COR) so that work in adjacent areas can be conducted safely. This may require some coordination between FS staff, COR and contractor to ensure that critical work by FS staff can be conducted safely.

• Damage to access roads shall be restored to original grade and smoothness.

• The one acre on the northwest corner of Panhandle Road is within an existing fence. FS will remove and replace fence as needed for equipment access. Coordinate with COR and Facility Operations Specialist (FOS) for this.

There are tree plantings within the fenced in area that are to be protected from damage.

4.0 Government Furnished

Government will provide access to the area for Hanover Rd clearing from the Hanover Road entrance, from the Main Rd and or Panhandle Road entrances for the areas to be root raked.

Work should not start before 6 am and will not continue past 8 pm daily or as restricted by COR and FOS.

5.0 Deliverables / Schedule

Project is to be completed within 120 days of after receipt of award (ARO). The contractor will be required to coordinate their start and completion date within that contract period to the COR. The contractor is required to immediately inform the COR of changes to the expected schedule.

The contractor shall allow for inspection by COR and or FS technical advisor and to monitor progress and to confirm stump removal as per section 3.0.

6.0 Travel

Contractor is responsible for all travel, travel expenses and staging of equipment.

7.0 Contractor’s Key Personnel

Contactor and employees must be experienced in ground clearing and heavy equipment operations. Contractor must have heavy equipment available such as a bulldozer with rake, forestry mulcher, stump grinder, chain saw(s) and/or forest harvesting equipment.

8.0 Security Requirements

There are no special security requirements.

9.0 Data Rights

No data will be produced as a result of this contract for tree clearing.

Root Raking area. Trees are all down removed/mulched.

There are a few red maples that are clearly planted in rows at the very northern end, but everything around them and otherwise wild within this boundary is good for clearing.
