Statement of Work (SOW)

Cereal Disease Laboratory Autoclaves and Dishwashers Preventative Maintenance and Service

GENERAL INFORMATION

1.0 Scope of Work:

1.1 Contractor will provide factory trained techincians to perform four (4) preventive maintenance service visits, one (1) per FY quarter, and unlimited emergency visits on the following three (3) autoclaves located at the USDA ARS Cereal Disease Laboratory (CDL), 1551 Lindig Street, St. Paul MN, 55108:

Covered units, to include all components of each unit:

1. Steris Amsco Lab 250 autoclave, 2014, S/N 03228117

2. Getinge 733LS double door autoclave, 2006, S/N 07C07279

3. Primus PSS5-A-MSSD autoclave, 2009, S/N 17369

1.2 Contractor will provide factory trained technicians to perform one (1) preventive maintenance service visit, one (1) annual, and unlimited emergency visits on the following two (2) dishwashers located at 1551 Lindig Street, St. Paul MN, 55108:

Covered units, to include all components of each unit:

1. Miele Dishwasher G7893 S/N 74384324

2. Miele Dishwasher G7893 S/N 74384325

2.0 Background: Preventive maintenance has been procured for the autoclaves since 2016 to ensure continued & reliable operation in support of the CDL research mission and to meet APHIS permit requirements. Preventative maintenance for the dishwashers is to start with this contract and will ensure continued & reliable operation in support of the CDL research mission.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

Vendor and technicians must be located within 1 hour of travel time to the CDL for service and emergency repairs.

Service tasks include, but are not limited to:

Contractor will provide telephone support and unlimited emergency visits to the customer location.

Autoclaves listed in section 1.1:

• Quarterly temperature and pressure validation for each of the autoclaves to include:

o Temperature validation with probes o Pressure validation with probes o Report with results of the validations in PDF or MS Word document format

• Annual Preventative maintenance labor as recommended by the manufacturer/ as per manufacturer specifications/ instructions for each of the autoclaves to include but not limited to:

o Rebuild solenoid Valves, safety valves, check valves o Door seal

• Quarterly Preventative Maintenance inspections to include but not limited to:

o Quarterly preventative maintenance Inspections as per the manufacturer specifications/instructions for each of the autoclaves o Grease door for all autoclaves and cart for the Getinge 733LS double door autoclave.

o Reports (PDF, Word doc) of the results of the PM inspections and checklist for each of the autoclaves

• Service reports (PDF, Word doc) detailing the work done and results of any inspections/ validations/ repairs/ services etc. after each visit.

• Unlimited no-charge call backs (no trip charge, no labor charge) within 24 hours for emergency service.

o Include with the bid options for different response times (i.e. what is the cost for 48 h response time).

• All labor and trip charges included in the contract for service calls, inspections, repairs.

• CDL pays for parts needed for repairs and maintenance.

o Include with the bid an option for preventative maintenance parts coverage.

• Contract for a base year plus 4 option years.

• Include with the bid an example of the annual and quarterly inspection checklist, an example of temperature and pressure validation reports, and inspection and service reports. This should be submitted as part of the bid.

Dishwashers as listed in section 1.2:

• Annual preventative maintenance inspections per manufacturer specifications/ instructions.

• Report of the results of the preventative maintenance inspection (PDF, Word doc) for each of the dishwashers.

• Service reports (PDF, Word doc) detailing the work done and results of any inspections/ validations/ repairs/ services etc. after each visit.

• All labor and trip charges included in the contract for service calls, inspections, repairs.

• Unlimited no-charge call backs (no trip charge, no labor charge) within 24 hours for emergency service.

o Include with the bid options for different response times (i.e. what is the cost for 48 h response time).

• GOV pays for parts needed for repairs and maintenance.

o Include with the bid an option for preventative maintenance parts coverage.

• Include with the bid an example of the inspection checklist, and an example of service reports. This should be submitted to us as part of the bid.

4.0 Government Furnished:

Preventative maintenance inspections per manufacturer specifications/ instructions. Vendor and technicians must be located within 1 hour of travel time to the CDL for service and emergency repairs.

Once annually coordinated through

3 Emergency

Maintenance Emergency repair to bring the units back on-line within 24 hours.

Vendor and technicians must be located within 1 hour of travel time to the CDL for service and emergency repairs.

As necessary – within 24 hours coordinated with end user.

4 Report (Word Doc or PDF) after each preventative maintenance inspection

Report with results of the temperature and pressure validations for the autoclaves in PDF or Word format. For autoclaves and dishwashers.

Reports of the results of the preventative maintenance inspection and checklist. Vendor and technicians must be located within 1 hour of travel time to the CDL for service and emergency repairs.

After each preventative maintenance visit, within five (5) business days.

5 Report (Word Doc or PDF) after each service visit

For autoclaves and dishwashers.

After each service visit, within five

(5) business days.

6.0 Travel: Vendor and technicians must be located within 1 hour of travel time to the CDL for service and emergency repairs. Preventive maintenance service visits (four (4) spaced quarterly for autoclaves, one (1) annual for the dishwashers) as outlined in section 1.1 and 1.2 will be provided by the contractor. All service visits will be coordinated with the end user.

7.0 Contractor’s Key Personnel: Only factory trained technician are to perform any service procedure on autoclaves and dishwasher listed in sections 1.1 and 1.2.

8.0 Security Requirements: A copy of an official government photo ID (State-issued driver’s license or ID card) must be provided. Security access to the CDL facility will be provided based on this identification requirement.

9.0 Data Rights: Not applicable.

10.0 Section 508 – Electronic and Information Technology Standards: Not applicable.
