About this file
This is a Statement of Work (SOW) for engineering services to be procured under a Simplified Acquisition Purchase (SAP) by Naval Surface Warfare Center, Crane Division (NSWC-CR).
The contractor shall provide evaluation diagnostics, failure analysis reports, data extraction labor, and secure digital transfer media to assess and salvage hardware configurations on five non-working G4DSP-XD3 Quad Processor Cards. Specifically, the vendor must: (1) perform engineering evaluation and diagnostic bench testing to determine economic repair cost or Beyond Economic Repair (BER) status of each card; (2) furnish engineering labor, specialized diagnostic software, and forensic tools to salvage, copy, and preserve embedded Northrop Grumman running scripts and operational binary operation scripts from onboard non-volatile memory; and (3) extract, document, and map out the hardware's hardcoded IP schemes, subnet configurations, and underlying network connection profiles. Four Contract Data Requirements Lists (CDRLs) are specified: A001 (Technical Report–Study/Services), A002 (Software Test Report), A003 (Computer Software Product), and A004 (Contractor's Systems Security Plan implementing NIST SP 800-171). The contractor must establish administrative, technical, and physical safeguards to protect Government systems and data in compliance with NIST SP 800-88 Rev. 1 and DoDI 8582.01. Government Furnished Property (GFP) will be provided and must be managed in accordance with FAR Part 45, DFARS Parts 245, and applicable DoD directives, with receipt reporting, shipping notifications, and loss reporting required through the Procurement Integrated Enterprise Environment (PIEE) GFP Module. Technical questions should be directed to Trey Smith at NSWC Crane, Maritime Electronic Warfare Division.

1.0 SCOPE
This statement of work (SOW) describes the services requirements that is to be procured under this Simplified Acquisition Purchase (SAP), this procured services shall support engineering services for five of the AN/SLQ-32(V)4 G4DSP-XD3 Multiprocessor Cards supported by Naval
Surface Warfare Center, Crane Division (NSWC-CR).
2.0 APPLICABLE DOCUMENTS
• MIL-STD-129 Military Marking for Shipment and Storage | 19 September 2007
• NIST SP 800-88 Rev. 1 Guidelines for Media Sanitization (Data Handling / Recovery controls)
• DoDI 8582.01 Security of Non-DoD Information Systems Processing Unclassified
Nonpublic Controlled Technical Information
3.0 REQUIREMENTS
The Contractor shall provide evaluation diagnostics, failure analysis reports, data extraction labor, and secure digital transfer media to assess and salvage hardware configurations on five
(5) non-working G4DSP-XD3 processing units. To fully support the system sustainment operations: legacy software configurations, Northrop Grumman running scripts, operational scripts, and hardcoded IP schemes must be recovered and preserved to keep the primary tactical systems operational. (CDRL A001, A002, A003 and A004)
1. Vendor is to provide engineering evaluation and diagnostic bench testing for a quantity of 5, non-working G4DSP-XD3 Quad Processor Cards to determine economic repair cost or Beyond Economic Repair (BER) status of each card.
2. Vendor is to furnish engineering labor, specialized diagnostic software, and forensic tools to salvage, copy, and preserve embedded Northrop Grumman running scripts and operational binary operation scripts from onboard non-volatile memory of the five
G4DSP-XD3.
3. Vendor is to extract, document, and map out the hardware’s hardcoded IP schemes, subnet configurations, and underlying network connection profiles of the five G4DSP-
XD3.
4.0 SECURITY REQUIREMENTS
The Contractor shall establish appropriate administrative, technical, and physical safeguards to protect all Government systems and data, to ensure confidentiality, integrity, availability, authentication, and non-repudiation of Government data.
All security requirements shall flow down to subcontractors. However, some security requirements, like OPSEC, require GCA approval. Additionally, other security programs and accesses to classified (e.g., Communications Security (COMSEC Information, Restricted Data (RD), Formerly Restricted Data (FRD), Critical Nuclear Weapons Design Information (CNWDI), North
Atlantic Treaty Organization (NATO) Information, Sensitive Compartmented Information (SCI), Special Access Program (SAP) Information) may not be flowed down without specific approvals from the applicable program office, government security manager, or special security officer.
5.0 GOVERNMENT FURNISHED PROPERTY
GFP will be required for completion of tasks under this SOW
5.1 Procurement Integrated Enterprise Environment (PIEE) GFP Module Reporting & Accountability
All Government Furnished Property is property of the U.S. Government and shall not be transferred to any individual or agency, public or private, without the express written approval of the originating Contracting
Officer except as required for the specific performance of tasks under this contract/order. Accountability for Government Property under this contract/order shall be managed in accordance with FAR Part
45, DFARS Part 245 and DFARS PGI Part 245 as well as the Government Property clauses in the contract/order whether acquired by the prime or subcontractors (Contractor Acquired Property), provided by the Government, or received directly from another commercial source as a deliverable from a
Government issued contract. Additional Government Property accountability requirements are outlined in the following Directives and Instructions and shall be adhered to as applicable:
• DI 4161.02, Accountability & Management of Government Contract Property
• DoDM 4140.01, DoD Supply Chain Material Management Procedures: Material Returns, Retention and Disposition
• DoDI 5000.64, Accountability & Management of DoD Equipment and Other Accountable Property
• OPNAVINST 4440.26C, Operating Materials & Supplies and Government Furnished Material
Management
• SECNAVINST 5200.43A, Government Furnished Property, Accountability and Management
• NAVSEAINST 5200.15, General Equipment Accountability
5.2 Receipt Reporting: FAR 52.245-1(f)(1)(ii) requires the contractor to report receipt of all
GFP. Reporting of Government Furnished Property (DFARS 252.245-7005) and DoDI 4161.02, Accountability and Management of Government Contract Property Instruction requires that contractors, as part of the required receipt of any Government property, report to the DoD IUID
Registry using WAWF, DLMS transactions, or direct update of the registry. Contractors shall ensure appropriate accountable property records are maintained utilizing the data reported in the DoD IUID
Registry and its integral GFP Module in the Procurement Integrated Enterprise Environment (PIEE). At the time of reporting receipt of GFP in the GFP Module, the contractor will add the email address of the Technical Point of Contact for notification of receipt.
5.3 Shipping Notification: DoDI 4161.02 requires use of electronic transactions when transferring
Government property to a contractor and upon return of property to DoD. The contractor shall use the
GFP Module in PIEE when returning GFP back to the Government. At the time of creating the shipping document to return GFP using the GFM Module, the contractor will add the email address of the
Technical Point of Contact for notification of shipment.
5.4 Lost, Damaged or Stolen GFP Reporting: FAR clause 52.245-1 requires the contractor to investigate and report to the Government all incidents of property loss as soon as the facts become known. DFARS
252.245-7005 further requires the contractor to report lost, damaged or stolen government property using the Property Loss functionality within the PIEE GFP Module.
