About this file

This Statement of Work outlines training requirements for the State University of New York Maritime College (SUNY Maritime) for US Coast Guard-approved marine firefighting instruction. SUNY Maritime seeks a qualified vendor with 5+ years of expertise to provide both Basic and Advanced Marine Fire Fighting courses to cadets, with training to occur at the vendor's facilities in New York. The Basic course consists of two 4-hour sessions incorporating hands-on fire-fighting techniques, live fire exercises, classroom instruction, and simulation training, with cadets receiving STCW Assessments for Basic FF upon completion. The Advanced course comprises multiple 6-hour sessions covering advanced fire-fighting techniques, team leadership, and practical assessments, with cadets earning STCW Assessments for Advanced FF. The vendor must accommodate up to 20 combined sessions per academic semester, including weekend availability, with capacity to train 20-24 cadets per session. Training must comply with USCG NVIC's 08-14 and 09-14 assessment guidelines, and the vendor's simulator must be capable of simulating engine room fires, multi-deck fires, oil fires, and confined space entry training.

The vendor must provide 50 sets of bunker training gear with spot cleaning and disinfection after each session and deep cleaning at least twice annually, along with SCBA maintenance and storage. SUNY will pay a per-cadet fee for gear usage as detailed in the Cost Proposal (Exhibit C). The vendor's staff must possess expertise in marine firefighting simulation and working knowledge of applicable USCG assessment guidelines. The facility must maintain USCG site approval and comply with all safety protocols established by the CDC, US Coast Guard, and New York State and local authorities. The procurement is subject to New York State Finance Law 139-j & K (Lobbying Law), and interested vendors must meet Minority/Women Business Enterprise (MWBE) contracting goals of 15% for both MBE and WBE. The incumbent contractor is the Fire Department of New York.
