Statement of Work Summary: HC-144 Integral Fuel Tank Repair

This is a Statement of Work (SOW) for one-time repair services of HC-144 aircraft integral fuel tanks operated by the U.S. Coast Guard (USCG). The scope encompasses sealant removal from specified internal tank surfaces, preparation for non-destructive testing per OEM Airworthiness Limitations Inspection, and re-sealing of internal tank surface areas in accordance with USCG standards. Work must be completed on-site at the Aviation Logistics Center (ALC). The contractor is responsible for all necessary functions including required tooling, manuals, test equipment, parts, materials, engineering services, management, maintenance, documentation, and preservation. The contractor must establish and provide a comprehensive warranty plan covering all repair work and services, with warranty repair processes, length of warranty from time of service, and a designated point of contact between contractor and USCG. All work must comply with specific technical standards and publications including AFTO 1-I-3, CGTO fuel tank servicing and structural repair manuals, and NAVAIR 01-1A-35 for aircraft fuel cells and tanks.

The contractor shall furnish all materials including PRC seal caps, sealant compounds, consumables, and specialized equipment for tank venting, de-sealing, and re-sealing, along with personal protective equipment and fuel tank entry clearance certification. The Government provides hangar space, fuel bowser, water connection, electrical power, compressed air, replacement aircraft parts, and collection barrels for hazardous waste disposal. The required turnaround time is thirty (30) days after aircraft access is provided, with expedited completion desired. The contractor must maintain FAA, EASA, DOD, OEM, or NADCAP certification throughout the contract duration. Final inspection and acceptance is performed by ALC QA personnel following a pneumatic leak check, with aircraft considered acceptable after a 24-hour soak check. The warranty period covers defects for at least 90 days after Government acceptance, commencing upon first fuel introduction into the tank. Schedule A details specific components requiring removal, quality assurance inspection, and reinstallation across left and right center wing main tanks and auxiliary tanks, with detailed tasking tables for sealant removal and application procedures for main wing and outer wing areas.
