Artesian Well Sealing Scope of Work Summary
This is a Statement of Work (SOW) for artesian well sealing services requested by the U.S. Fish and Wildlife Service (USFWS) for two wells located in Minnesota on a lump sum basis. Work must be performed by a licensed well-sealing contractor per Minnesota Statutes Section 103I.301 and must comply with Minnesota Rule 4725.3850. Both wells require sealing when ground conditions are frozen to ensure site access and prevent environmental damage. A mandatory site visit is scheduled for June 24, 2026, at 9:00 AM, departing from the Winona District Maintenance Shop in Winona, Minnesota.
Well #1 (Mathy Site, Minnesota City, MN) is a 12-inch diameter well with casing depth of 140-150 feet requiring approximately one mile of walking to access via private property. Work includes removing the welded metal cover, addressing any debris or redrilling requirements, perforating casing in confining layers, removing all debris, and sealing per state regulations. Access must be arranged with Wendy Woyczik, Winona District Manager (507-454-7351), and a special use permit is required. Contractors must ensure clean equipment to prevent invasive species introduction, and may need to construct and remove a work pad if ground conditions require it. Well #2 (Miller Site, La Crescent, MN) is an estimated 4-inch diameter well encased in concrete with unknown casing depth and well depth. Access requires crossing a locked refuge gate and flat wet meadow prairie when frozen. The contractor must verify casing diameter by excavation, contact the Minnesota Department of Health for depth estimates, and cap the well below grade. Additional optional work items include removing a hazard tree, concrete cattle trough, and metal piping/culvert infrastructure, with costs to be provided separately. Well-sealing records must be submitted to the Minnesota Health Department, both USFWS district offices, and the Regional Environmental Compliance Coordinator (Robert McGinn, 612-518-1237) within 60 days of work completion. Contact for Well #2 scheduling is Tim Miller, La Crosse District Manager (608-779-2385).
