Statement of Work Summary: Elevator Control System Upgrade - Chancery Building
This is a Statement of Work (SOW) for the upgrade of elevator control systems at the U.S. Embassy Chancery Building in Kathmandu, Nepal. The project involves replacing obsolete control systems on two OTIS GEN2 traction elevators (GMMS 3361 and 3362) that have been inoperative regarding critical OBO-mandated security features since September 2023. The existing TCBC controller (Model GDA 26800KAI), SPBC communication board (Model GAA 26800KM1), and VVVF drive system (Model OVF 404R / KBA 21310AA1) are no longer supported by the manufacturer and cannot be individually repaired. The contractor must remove all existing components and install new upgraded systems to restore Night Shutdown and Capture security operations required by the Office of Buildings Operations (OBO).
The scope requires furnishing all labor, materials, equipment, tools, transportation, and supervision for complete system replacement. Specific deliverables include: removal and proper disposal of obsolete components; installation of new GECB EN controllers (Model CA 26800LC2 or equivalent), OVF R03B-404 drives (Model KDA 21310ABL2 or equivalent), SPBC II communication boards (Model GAA 26800 NB or equivalent), and 326VA control transformers (two of each per elevator); system integration and programming to configure Night Shutdown and Capture operations per OBO requirements; complete functional testing including verification of all elevator functions and safety devices per ASME A17.1 standards; on-site training to Embassy Facility Management staff on system operation and troubleshooting; and comprehensive documentation including equipment manuals, programming parameters, maintenance procedures, and commissioning certificates.

STATEMENT OF WORK
PROJECT: Elevator Control System Upgrade - Chancery Building
LOCATION: Embassy of the United States of America, Maharajgunj, Kathmandu, Nepal
1. BACKGROUND
The Embassy operates two (2) OTIS GEN2 traction elevators (GMMS 3361 and 3362) installed in December 2005 at the Chancery building. Following the full load test conducted in August 2025, critical deficiencies were identified with OBO-mandated security features (T17 Night Shutdown and Capture operations). These features have been non-operational since September 2023.
Technical assessment by OTIS India Field Engineering Department confirmed that the existing control systems (TCBC controller, SPBC communication board, and drive system) are obsolete, no longer supported by the manufacturer, and spare parts are unavailable in the market. The obsolete components cannot be repaired or upgraded individually and must be replaced as a complete system to restore required security functionality.
2. SCOPE OF WORK
The Contractor shall furnish all labor, materials, equipment, tools, transportation, and supervision necessary to remove existing old elevator control systems and install new upgraded control systems on both elevators to restore all OBO-mandated operation and security features.
2.1 WORK INCLUDES:
A. Pre-Installation Activities:
• Site survey and verification of existing system configuration
• Coordination with Embassy Facility Management for work schedule
• Submission of detailed installation plan and timeline
• Provision of all necessary safety equipment and signage
• Notification to building occupants regarding elevator outages
B. Removal of Existing Components:
For each elevator (GMMS 3361 and 3362), remove and properly dispose of:
• Existing TCBC (Traction Control Board CAN) - Model GDA 26800KAI
• Existing SPBC (Service/Peripheral Board) - Model GAA 26800KM1
• Existing Drive (VVVF) - Model OVF 404R / KBA 21310AA1
• Associated wiring, connections, and mounting hardware as necessary
C. Installation of New Components:
For each elevator (GMMS 3361 and 3362), supply and install:
Item Description Quantity per Elevator
Total Quantity
1 GECB EN Controller (Model: CA 26800LC2 or equivalent)
1 2
2 Drive, OVF R03B-404 (Model: KDA 21310ABL2 or equivalent)
1 2
3 SPBC II Communication Board (Model: GAA 26800 NB or equivalent)
1 2
4 326VA Control Transformer 1 2
D. System Integration and Programming:
• Install and connect all new components per manufacturer specifications
• Complete all necessary wiring and electrical connections
• Program and configure GECB controllers for proper operation
• Configure Night Shutdown operation to turn off car lights and close doors when activated
• Configure Capture operation to maintain closed doors and respond to Marine Post controls
