About this file

This Scope of Work document is issued by the New York State Office for People with Developmental Disabilities (OPWDD) for bathroom design services at the Cobblestone 107 IRA facility located at 107 Cobblestone Ter, Newark, NY 14513. The project requires architectural and engineering design services for a bathroom renovation encompassing approximately 125 square feet. Deliverables include complete designs and specifications with product specification data, construction details, material descriptions, dimensions, profiles, finishes, schematics, and cut sheets—all provided in Adobe PDF format. The vendor must submit documents at 90% completion (issued for permitting, signed and stamped) and 100% completion, provide two sets of 24" x 36" signed and stamped blueprints, and include a probable construction cost estimate based on current pricing. A mandatory site visit is scheduled for Tuesday, May 26, 2026 at 10:00 a.m., and attendance is required prior to bid submission; vendors arriving late may be disqualified. Work must be completed within 30 days of award, with all designs subject to internal construction permitting completed by the Maintenance Supervisor with OPWDD Central Office personnel.

Prior to project commencement, the selected vendor must submit an Appendix A document and a Certificate of Liability Insurance to the OPWDD Point of Contact, Robert Vastbinder, Maintenance Supervisor, and provide a time schedule for design services based on the firm's current workload. OPWDD does not provide partial payments on design services; invoicing occurs only at 100% completion with an approved OPWDD construction permit. Any unforeseen conditions altering the proposal price must be reported immediately to the Plant Superintendent or Point of Contact. Prospective bidders should request bid invitations via fax (585-461-8811) or email (FL.Purchasing@opwdd.ny.gov) referencing the location and project title on company letterhead. While the primary Scope of Work document indicates this is a NYS Public Works project requiring prevailing wages, the related contract opportunity clarifies that prevailing wage is not a requirement for this project.
