STATEMENT OF WORK

Vacuum Microwave Dehydrator (VMD) Model: nutraREV-Test-2450-10

DLA Troop Support Subsistence

1.0 ORGANIZATION:

Defense Logistics Agency, (DLA) Troop Support Subsistence, Subsistence Supplier Operations, 700 Robbin Street, Philadelphia PA 19111

1.1 MISSION:

DLA Troop Support (DLA TS) will make a one-time acquisition of one (1) new Vacuum Microwave Dehydrator Machine Model: nutraREV-Test-2450-10 with associated parts to meet dryer expected utility and footprint requirements of US Army CCDC SC program. This equipment is for use at the US Army Natick Soldier Systems Center to produce low volume, low weight ration components, including CCAR prototypes for scaling up trials. It is also capable of producing enough uniformly dried samples for R&D purpose. The maximum dollar value of the proposed contract is $210,000.

1.2 OBJECTIVE:

The objective of this contract is to procure a 10-kw nutraRev-Vacuum Microwave Dehydrator (VMD). The Combat Feeding Directorate (CFD) has been exploring the novel vacuum microwave drying technology and its commercialization for 20+ years. US Army Natick Soldier Systems Center intends to essentially duplicate what they are doing in house, on a pilot plant level, to a larger scale with industrial partners by loaning this piece of equipment to a responsible industry partner, likely through a Cooperative Research & Development Agreement (CRADA) in the form of a Government Furnished Agreement (GFE). Enwave has agreed to hold on to the equipment until the responsible party is identified. The recommended contractor, EnWave Corp., British Columbia, Canada is the only one capable of manufacturing and selling a 10-kW system that can produce enough uniformly dried samples for R&D purpose.

2.0 TYPE OF AWARD:

DLA intends to award a firm-fixed price commercial purchase order. This is for the manufacturing, storing, rotating, distributing, maintaining and managing the buffer stock level of 4.3M FRHs for a period of five (5) years. This is known as Vendor Managed Inventory (VMI) of Government Owned Property.

3.0 CONTRACTOR RESPONSIBILITIES

3.1 The Contractor shall sell the subject equipment to CCDC. The contractor's primary focus shall be to:

1. Manufacture and sell a 10-kW nutraRev-Vacuum Microwave Dehydrator (VMD) based on Quote Offer No. 20-0825-n10-USA (EnWave Corp.; dated Aug 25, 2020).

2. Ship, install, and train the customer of the VMD at location TBD.

The room temperature where the 10kW REV dryer is installed needs to be >19C but not higher than 30C. It is highly recommended to install the REV dryer in a temperature-controlled room.

• Your technician should be available to connect the pump skid of the REV dryer to your cooling water supply, and the compressed air supply.

• Your IT personnel should be available to connect the REV dryer to your Internet infrastructure.

• One technical assistant should be available during days 1 and 2 to help our engineer. The assistant should have access to a basic mechanical/electrical toolkit. We recommend that the person assisting our engineer during installation is the person that will oversee service and maintenance for the dryer (maintenance personnel).

• A +5,000 lb. forklift, gantry or lifting table.

• A +5,000 lb. pallet jack.

• Day 2: Our field engineer and our process scientist will test the functionalities of the REV dryer to confirm that everything is operating according to specifications. If the testing of the machine results ideal, our process scientist could start training your team on day 2.

• Day 3 (and if necessary day 4): Our process scientist trains your team and confirms commissioning of the REV dryer.
