About this file

This is a Statement of Work (SOW) for temporary lodging services for U.S. Coast Guard Reserve personnel performing Inactive Duty Training (IDT) under the Great Lakes District.

The contractor must provide temporary lodging for approximately 55 to 115 rooms per month across 16 Coast Guard units located in Ohio, Michigan, Wisconsin, Illinois, New York, Minnesota, and Pennsylvania during the period of June 1, 2026 through May 31, 2027. Monthly night stays range from approximately 80 to 170. All rooms must be non-smoking with two separate beds (pull-out couches are not acceptable), double-occupied to the maximum extent possible, and separated by officer/enlisted status, gender, and rank. Room rates cannot exceed GSA Per Diem tables for each unit's zip code based on seasonal, locality, and calendar year rates. The contractor will charge the Coast Guard only for actual rooms used multiplied by nights stayed and the nightly rate. Facilities must be within five miles of units when possible, or up to 15 miles if appropriate lodging is unavailable, and must meet Hotel and Motel Fire Safety Act standards with minimum three-star Mobile Travel Guide or three-diamond AAA ratings. Additional requirements include providing 24-hour access for after-hours issues, multiple points of contact, monthly manifests with confirmation numbers by the 15th of the month before lodging, weekly no-show reports, three-business-day cancellation windows, consolidated invoices with check-in sheets, and a 24-hour staffed front desk with internal hallway security. Individual Coast Guard members are responsible for all personal charges including telephone, premium television, internet, room service, restaurant charges, honor bar, laundry, parking, and gratuities. The Government is exempt from Federal and State taxes in all specified states.

b. The period of performance is 01 JUN 2026 – 31 MAY 2027.

c. Individual reserve members will be placed into TL during IDT drills. The number of rooms needed each month ranges from approximately 55 to 115. All rooms are double occupied to the maximum extent possible. Double berthing members are separated by officer or enlisted, gender, and rank. Monthly night stays for our CG members range from approximately 80 to 170.

d. Contractor will charge the CG for the actual total amount of monthly rooms used for the nights stayed.

Example: Month of October required 5 rooms for 4 nights at $125/ night; calculaƟon would be (5 rooms X 4 nights X $125) = $2500 Total Charge.

e. Contractor will provide mulƟple points of contact in which to coordinate or resolve emergent issues associated with TL.

f. Contractor shall not exceed nightly room rates as outlined on the GSA Per Diem table for each unit's zip code based on seasonal, locality, and calendar year rates. hƩps://www.gsa.gov/travel/plan-book/per-diem-rates

g. Contractor will receive a monthly manifest from the Coast Guard broken down by unit and separated by populaƟon on the 15th six weeks preceding the scheduled lodging month. Contractor will post completed manifest by electronic means by the 15th of the month before the scheduled lodging month for each unit with assigned confirmaƟon numbers of each reserve member to the Coast Guard for reference (which will include the names of persons assigned to each room and their duraƟon of stay).

Each monthly manifest will serve as a working document between the Coast Guard and the vendor. All changes, modificaƟons, or cancellaƟons that arise unƟl the lodging month ends will be sent by electronic means that the contractor will establish using MicrosoŌ forms. Example: Coast Guard submits a manifest on February 15th for April lodging month. Contractor posts completed manifest with confirmaƟons by March 15th for April lodging month.

h. Late requests will be handled and communicated separately on a case-by- case basis. Contractor will work with the CG on late requests to see if any single or double occupancy room is feasible.

i. Contractor will afford the CG a window for cancellaƟon of three business days prior to actual check-in date.

j. Contractor will provide weekly reports of those members with a reservaƟon that did not use their stay (i.e., "no shows").

k. Contractor will provide a consolidated invoice with hotel names, reserve member names, nights stayed, price per night, total dollar amount, and check-in sheets from the hotels.

l. Reserve members, not the CG, are responsible for charges stemming from items listed in secƟon 5.b.
