About this file

This is a Statement of Work (SOW) for optical alignment services on a U.S. Coast Guard 87-foot patrol boat cutter. The work is scheduled for May 25-29, 2026, at USCG Base Ketchikan, Alaska.

The contractor must provide a qualified technical representative and specialized equipment to perform shaft line bearing and rudder bearing alignment surveys using optical or laser methods. Key deliverables include: (1) alignment surveys of both starboard and port propulsion shafts, measuring vertical and athwartship bearing positions at eight target points with 0.001-inch accuracy using government-provided inspection forms; (2) rudder alignment measurements between lower and upper bearing housings at three locations using taut wire or optical methods; and (3) conditional alignment services to assist government personnel in aligning new bearing carriers if replacements are deemed necessary following initial surveys, with a minimum five-day notice requirement for remobilization. The contractor must also provide technical expertise on the Wartsila Rudderstock Seal Type EL system to advise government personnel on proper seal installation and compliance with manufacturer procedures. The piano wire method is explicitly prohibited as a sole measurement means. The contractor furnishes all specialty alignment tools and is responsible for equipment transportation. The government furnishes Wartsila EL Seals (two kits), Coast Guard technical drawings and publications, and 110 VAC power. Security requirements include submitting a visit request with employee names, dates of birth, and Real ID-compliant identification details at least four business days prior to site arrival.

6. DESCRIPTION OF WORK: IPF Ketchikan will be completing shaft renewal of both (starboard and port) shafts and rudders onboard the cutter as part of a routine scheduled drydock availability. As part of the work, alignment checks of the shaft line bearing carriers and lower and upper rudder bearing housing are necessary. This requirement is for a Contractor to provide a qualified technical representative and equipment necessary to perform stern tube bearing and rudder bearing alignment surveys onboard an 87’ WPB cutter in the presence of a Coast Guard Inspector. Based on the results of the alignment check the Coast Guard may choose to renew one or more bearing carrier(s) for one or both propulsion shafts. In order to conduct this work, the Coast Guard may request the Contractor provide a proposal for the additional costs for the qualified technical representative to return to the government site and provide additional alignment services to facilitate the installation of new bearing carriers.

6.1. Upon removal of the shafts by the Government, the Contractor will conduct the alignment survey via optical or laser methods IAW references at all require target points using Coast Guard Drawing 87 WPB 243-003 as guidance to measure and record each of the vertical and athwartship bearing positions (fore and aft targets for each stern tube bearing carrier), stern tube/seal flange position and reduction gear center position relative to the reference line (centers of the aft-most end of the stern tube and the forward-most stern tube/seal flange). The piano wire method MAY NOT be used as the sole means of measurement. The contractor shall submit findings on the government provided inspection form (Appendix A).

6.2 Upon removal of the rudders by the Government, the Contractor shall measure the alignment between the lower (three places) and upper bearing housings using the taut wire or optical method using Coast Guard Drawing 87 WPB 561-001. The contractor shall submit findings on the government provided inspection form (Appendix B).

6.3 The contractor shall coordinate with the Government to minimize the thermal effects by performing the survey in the evening or before sunrise.

6.4 The Contractor will record survey results on provided survey form or report approved by Coast Guard Representative and provide any correction recommendations. Alignment measurements must be conducted to 0.001”

6.5 If determined to be necessary based on the results of alignment survey described in paragraph 6.1 and upon approval of a proposal by the contracting officer, the contractor shall provide alignment services to assist Government personnel in aligning the new bearing carrier(s). Government personnel will perform machining and pouring of the chocking material the bearing carriers. Once the chocking material has set, the contractor shall complete an alignment survey to verify the respective shift line is now in tolerance using Coast Guard Drawing 87 WPB 243-003 as guidance. It is expected the contractor will need to remobilize to accomplish this work separately from work required in paragraph 6.1, 6.2, and 6.6. The government will provide a minimum of 5 days notice prior to the required start date.

6.6 The Contractor must provide the services of a Qualified Technical Representative who is familiar with the Wartsila Rudderstock Seal Type EL rudder seal system to provide government personnel advise on manufacturer's proprietary system information, assist government personnel with the proper installation of the seal, and ensure compliance with manufacturer's procedures and standards during system disassembly, inspection, and reassembly as applicable. It is expected the contractor will need to remobilize to accomplish this work separately from work required in paragraphs 6.1, 6.2, and 6.5. The government will provide a minimum of 5 days notice prior to the required start date.
