About this file

This document is a Commercial Supplies/Services Solicitation Provisions and Contract Clauses listing under FAR 12.205, serving as a template for commercial contract procurement rather than a specific solicitation for defined products or services.

The document outlines the evaluation criteria and contract terms applicable to commercial acquisitions. Evaluation will be based on three factors: Past Performance (demonstrated experience performing similar alignment services on similar vessels), Technical Capability (offeror's technical narrative demonstrating understanding of Statement of Work requirements and sound technical approach), and Price (evaluation of total firm-fixed-price for CLIN 0001 for fairness and reasonableness), with non-price factors combined being significantly more important than price. The Government contemplates award of a firm fixed price contract. The document incorporates numerous FAR provisions and clauses by reference, including those addressing representations and certifications (tax liability, felony convictions, Iran-related activities, confidentiality agreements, and System for Award Management registration), small business set-asides with limitations on subcontracting, service contract labor standards, paid sick leave, equal opportunity requirements, trafficking in persons compliance, payment by electronic funds transfer, dispute resolution procedures, and security prohibitions. Specific clauses marked for flow-down to the resulting contract include terms for commercial products and services, convict labor prohibitions, equal opportunity for workers with disabilities, service contract labor standards, and subcontracting requirements.
