The propane system installation requires coordination with a licensed propane supplier to install external propane storage tank(s) of at least 500 gallons, underground or protected above-ground gas lines, and pressure regulation and shut-off valves compliant with NFPA 58 and Maine Fuel Board regulations. All work must comply with Maine Fuel Board codes, NFPA 58, manufacturer's installation instructions, federal and state regulations, and local coastal building codes including wind and corrosion resistance. The contractor must obtain all required permits, conduct startup and commissioning of all heating equipment, verify safe propane operation and exhaust systems, train the owner/operator on thermostat settings and maintenance, and submit manufacturer's technical data, installation instructions, and warranty information to the Contracting Officer, FWS Fire Program Manager Christopher McCandless, and Project Engineer Brian Waz. The government anticipates a firm-fixed-price award in August 2025, with project completion required within 45 calendar days of the Notice to Proceed.

Fire Building Heating System
PART 1 - PROJECT OVERVIEW

2. Project Overview
Design and install a complete reliable and efficient propane-fueled heating system for a newly constructed 40’W x 60’L pre-engineered metal building (PEMB). The structure includes three (3) 12'x12' garage doors, two
(2) man doors, and five (5) windows (Refer to Appendix 1: Photographs). The heating system will be designed to ensure consistent, safe, and efficient indoor heating throughout the winter months in coastal Maine. The system shall accommodate high air-exchange areas due to large garage doors.
B. PROJECT DETAILS
1. Contract Work:
This Contract is to design and install propane-fueled heating system. The following system requirements are required but not limited too based on the design.
Heating Type: Forced air propane heater(s) or infrared tube heaters (based on usage and ceiling height).
Fuel Supply: Exterior propane tank(s) with regulators sized for demand.
Ventilation: Proper flue gas exhaust and fresh air intake as required.
Thermostatical Control: Programmable thermostat for zone control.
Combustion Air: Ducted or louvered openings for safe operation.
Freeze Protection: Heat to prevent water carrying equipment from freezing.
The work shall comply with all industry standard best practices, regulations, and materials.

2. Heating System Design:
Perform heat load calculations based on building size, insulation (closed-cell spray foam), window/door count, and use case.
Determine appropriate heater sizing and quantity.
Develop layout for heaters, ductwork (if applicable), gas piping, and venting.
3. Propane System Installation:
Coordinate with licensed propane supplier to install:
o External propane storage tank(s) sized for building usage (minimum 500-gallon recommended).
o If concrete pad is required for propane tank, the government will supply.
o Trenching and installation of underground or protected above-ground gas lines to building.
o Pressure regulation and shut-off valves per NFPA 58 and Maine Fuel Board regulations.
Include tie-in to building heating system and required leak/pressure testing.
4. Code Compliance and Permitting:
Obtain and comply with all local and state permits, including mechanical, propane fuel system, and electrical (if applicable).
All work must comply with:
o Maine Fuel Board codes o NFPA 58 (Liquefied Petroleum Gas Code) o Manufacturer’s installation instructions o Federal, state, and local regulations.
o Local coastal building codes (if any), including wind and corrosion resistance.
5. Testing, Commissioning, and Training:
Start up and commission all heating equipment.
Verify complete and safe propane operation, combustion air, and exhaust systems.
Train owner/operator on thermostat settings, safety shut-offs, and propane system maintenance.
6. Project Submittals:
