About this file

This Scope of Work (SOW) details a wildlife-friendly fence installation project for the O'Farrell Waterfowl Production Area in Grant County, South Dakota. The project involves removing approximately 9,400 feet of existing 3-strand barbed wire fence and replacing it with a 4-strand wildlife-friendly fence designed to protect livestock and property while minimizing wildlife impact. Specific requirements include a total fence height of 42 inches, wire placement at precise heights (16-18 inches for bottom smooth wire, up to 42 inches for top wire), and using 12.5 gauge galvanized barbed and smooth wire.

The project is scheduled to start no earlier than October 1st, 2025, and must be completed by September 30th, 2026. Key specifications include using a mix of steel T-posts and treated wood posts, installing 12-16 ft gates, and ensuring wildlife accommodations such as bottom smooth wire and avoiding known wildlife corridors. Environmental considerations mandate limiting machinery to designated paths, avoiding wetland disturbances, and maintaining erosion control. Deliverables include a completed fence meeting all specifications, a final walk-through with the project manager, and an as-built map showing fence alignment and gate locations. The project is managed by Bryce Ahlers, Refuge Manager, and requires strict compliance with OSHA and local safety regulations.
