About this file
This Statement of Work (SOW) describes a project to modify the bypass weir at Jones Hole National Fish Hatchery in Vernal, Utah to prevent New Zealand Mud Snail infestation. The primary scope includes demolishing two existing steel-plated weirs, removing accumulated sediment, and reconstructing the weirs with specific modifications. Key requirements include extending the weir height by 5 feet, installing six 18-inch copper-lined pipes, covering the weirs with 18-gauge copper sheeting, and ensuring the new structure can withstand high-velocity water flow with debris.
The project is located at 24400 E Jones Hole, Hatchery Rd, Vernal, UT 84078, with a 30-calendar day completion timeline from the Notice to Proceed. The contractor will have access to electricity, water, and sewer at the facility, with typical working hours from 7:30 am to 4:00 pm Monday through Friday. The SOW recommends that contractors visit the site prior to bid submission and notes that project dimensions are estimates that should be independently verified. The primary objective is to create a weir structure that prevents the spread of New Zealand Mud Snails through copper-based engineering solutions.

STATEMENT OF WORK
TO
25-F01 MODIFY THE BYPASS WEIR FOR NEW ZEALAND MUD SNAIL PREVENTION
AT
JONES HOLE NATIONAL FISH HATCHERY
I. GENERAL WORK
A. The general requirements to complete in this contract are, additional details are located below:
1. Contractor shall demolish two current steel plated weirs and remove sediment that has accumulated behind said weirs.
2. Contractor shall extend the weir from its current height to an additional 3 feet with six 12-inch copper lined, interior, and plated, exterior, pipe that extends 3 feet downstream from the weir.
3. Contractor shall cover the weir, current and new, with copper sheeting.
a. New Zealand Mud Snails can only tolerate copper to a maximum of 3 feet copper sheeting.
B. Contractor shall demolish two current steel plated weirs and remove sediment that has accumulated behind said weirs.
1. The upstream weir (See Figure A) is approximately 0.5 inch thick x 4 feet height x 8 foot width steel plate and is currently bowing due to the force of sediment and water flow against it.
a. There is approximately 10 cubic yards of sediment pressing against the weir.
b. The weir needs to be demolished and the sediment removed and disposed of in a lawful dumping site.
2. The downstream weir (See Figure B) is approximately 0.5 inch thick x 4 feet height x 18 foot width steel plate.
a. There is approximately 24 cubic yards of sediment pressing against the weir.
b. The weir needs to be demolished and the sediment removed, and disposed of in a lawful dumping site.
C. Contractor shall extend the weir from its current height of approximately 3 feet to an additional 5 feet with six 18-inch x 3-foot copper lined pipe.
1. The downstream weir is approximately 4 feet high x 18 feet long x 8 inches wide with a slop that is approximately 3 feet high x 18 feet long x 7 feet wide and a slope of approximately 30 degrees (See Figure B).
2. Contractor shall extend the concrete weir by 5 feet, matching both the length and width of the current weir, with reinforced concrete.
a. The finish product will have the durability to withstand occasional high velocity flow events with debris: trees, rocks, etc.
b. OPTION A: Extend the current weir by either pre-cast wall or cast-in-place.
c. OPTION B: Demolish the current weir and construct wall to be 9 feet above the floor of the channel.
3. The concrete weir shall be anchored into the walls of the bypass channel.
4. The weir will have six 18-inch x 3-foot copper lined pipe evenly spaced into the concrete weir that will allow for normal water flow (see Figures B and C).
5. Contractor shall cover the weir, both upstream and downstream, with 18-gauge (40 mil) copper sheeting.
6. The contractor shall provide all materials, equipment and labor required to make the improvements to the current weir structure.
7. Typical working hours are 7:30 am to 4:00 pm Monday through Friday. Any work that deviates from this schedule or during a holiday requires Contracting Officer Representative approval. These times can be negotiable during the pre-construction meeting.

II. WORK SITE CONDITIONS
A. The site of the work is at Jones Hole National Fish Hatchery, 24400 E Jones Hole, Hatchery Rd, Vernal, UT 84078.
B. The Contractor can use electricity, water, and sewer at the facilities.
III. PERFORMANCE
A. The Contractor shall coordinate the construction start date with the Contracting Officer. The project shall be completed and available for use within 30 calendar days from the date the Notice to Proceed (NTP) is issued. Additional time will be allowed, if needed, to obtain permits and lead times for materials. Construction will not continue on Saturdays, Sundays, or Federal Government holidays without prior permission of the Contracting Officer.
B. It is recommended that the contractor visit the site prior to bid submission. The dimensions of the project are estimates only and should be verified by the bidding contractor.
