About this file

This Statement of Work (SOW) details repair requirements for three Keysight (Agilent) E44400A spectrum analyzers for the Department of the Air Force Materiel Command Test Center. The specific repair needs for each analyzer include addressing frequency response calibration failures, repairing a defective power supply, and resolving out-of-tolerance parameters. The contractor must diagnose malfunctions, source and replace faulty components, conduct comprehensive performance testing and calibration across all supported frequencies, and verify that the analyzers meet original manufacturer specifications.

The recommended performance period for the contract is 60-90 days, allowing flexibility for thorough testing and verification. The project involves complex instruments used in wireless communications, radar, and component testing that require precise calibration due to performance degradation and component failures over time. Technical references include Technical Order 33K3-4-3356-1 and Technical Order 00-20-14 para. 3.6ii, which will guide the repair and calibration process.

STATEMENT OF WORK

REPAIR KEYSIGHT SPECTRUM ANALYZERS E44440A

1.1 PROJECT SCOPE:

The Keysight (formerly Agilent) E44400A PSA Series spectrum analyzers aim to provide high-performance, cost-effective signal analysis for a broad range of applications. They achieve this by combining a wide frequency range, fast sweep speeds, and excellent sensitivity with a user-friendly interface and a variety of measurement capabilities, enabling engineers and technicians to efficiently characterize and troubleshoot RF and microwave signals in areas such as wireless communications, radar, and component testing.

The need for repair, calibration across all frequencies, and potential replacement of power supplies and time bases in Keysight (Agilent) E44400A spectrum analyzers arises from the inevitable performance degradation and component failures that occur over time with regular usage. These analyzers are complex instruments operating at high frequencies and require precise calibration to ensure accurate measurements. Aging components, especially power supplies and time bases, can drift from their specifications, impacting the overall performance and reliability of the instrument. This solicitation seeks to address these issues and restore the analyzers to their optimal operating condition.

1.3 SCOPE OF WORK

This Statement of Work (SOW) defines the roles and responsibilities of the Contractor in providing test and repair services for the specified Keysight (Agilent) E44400A spectrum analyzers. This includes diagnosing faults, replacing defective components, performing comprehensive testing and calibration across all supported frequencies, and verifying the instruments meet original manufacturer specifications.

The Keysight (Agilent) E44400A spectrum analyzers requiring maintenance will be provided to the contractor for the duration of the contract.

1.4. SPECIFIC TASKS

The Contractor shall perform repairs, calibration across all supported frequencies, and, if necessary, replace power supplies and time bases in the designated Keysight (Agilent) E44400A spectrum analyzers. This includes diagnosing malfunctions, sourcing and replacing faulty components, conducting comprehensive performance testing and calibration procedures, and documenting all repairs and replacements to ensure the analyzers meet the original manufacturer's specifications. Specific repair actions for the three Spectrum Analyzers assets are as follows:

Keysight E4440A SG50180236/M25496 – Analyzer failed Frequency Response calibration at all frequencies. The vendor must address the cause of signal loss, repair and calibrate all affected components.

Keysight E4440A SG50180053/M132809 – Analyzer has defective power supply. The vendor must inspect power supply compatibility and ensure that all required calibrations are met. Timebase was OOT and is unable to adjust.

Keysight E4440A SN180237/M176108 – Analyzer is out of tolerance parameter and is unable to be adjusted. The vendor must inspect IF assembly and self-alignment procedures.

1.7 RECOMMENDED PERFORMANCE PERIOD:

The recommended performance period for this contract is between 60 and 90 days, anticipating that the required maintenance, including repair and calibration of the spectrum analyzers, will be completed within this timeframe. While the actual maintenance tasks are estimated to take no longer than 90 days, the flexible performance period allows for unforeseen circumstances and ensures sufficient time for thorough testing and verification.
