REGION 5

STATEMENT OF WORK

(SOW)

Background. The current access door was removed on January 28, 2025, after it had been damaged by a vehicle backing into it. The door panels were creased with some rollers fallen off, leaving the door suspended in torsion spring. Some rollers remained in the track. A temporary plywood “door” has been installed to secure the building contents. The plywood “door” was installed so that the new door panels can be installed without the plywood being removed. The 15-inch radius track, torsion springs, shafts, struts, opener trolley and drive trains are still in place and need to be inspected by the contractor to determine reuse or replacement.

Objectives. To install a functional equipment overhead door to access the storage building.

Scope. Provide materials and installation for 14-foot by 16-foot, 24 gauge, non-insulated, ribbed, steel panel door. The 15-inch radius track, torsion springs, shafts, struts, opener trolley and drive trains are still in place and need to be reviewed by contractor for reuse or replacement. If the 15-inch radius track, torsion springs, shafts, struts, opener trolley and drive trains are reused, contractor will need to ensure that all parts are operating properly, with the replacement door opening and closing without any issue. Work is expected to occur as soon as possible to provide access to the storage building.

Contract Type. Firm, fixed price.

Place of Performance/Hours of Operation. The building is located at Iroquois National Wildlife Refuge, 1101 Casey Road, Basom, New York, 14013. Electricity is available on site. Work can be performed 7:30

AM to 4:00 PM, Monday through Friday.

Period of Performance. Duration of this task is expected to meet full compliance within six weeks

Privacy Act. Work on this project may require that personnel have access to Privacy Information.

Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

Quality Control. If concerns for worker safety or structural viability are identified, the contractor is to inform Project Manager as soon as possible.

The contractor shall adhere to all applicable Federal, State and Local safety and environmental regulations in performance of this contract.

Government Furnished Items.

The Government will provide electrical service

Requirement Description.

All inspection, labor, and materials will be provided by the contractor. Contractor inspection and Program Manager agreement to reuse the pre-existing, functional 15-inch radius track, torsion springs, shafts, struts, opener trolley, and drive trains is required prior to work.

Site Conditions:

This construction site will be closed to US Fish and Wildlife Service employees and volunteers while installing new door.

Utilities are available at the site for construction purposes.

All construction equipment shall be pressure washed before entering the site. The removal of mud and debris from treads, tracks and undercarriage, with emphasis on axles, frame, cross-members, motor mounts, and underneath steps, running boards, and front bumper/brushguard assemblies will be required. The purpose is to reduce or eliminate the transportation of noxious weeds, which is required by Federal and State regulations.

Inspection of Worksite:

The contractor acknowledges they have taken the necessary steps to ascertain the nature and location of work and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Except as agreed due to unforeseen circumstances. Any failure of the contractor to take actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the government.

Proposal Submission. To receive award as a result of a RFQ, the potential offerors shall register their organization in the System for Award Management (SAM) at SAM.gov

Deliverables and Reports. In addition to the applicable requirements, the contractor shall provide the following deliverables and reports:

Status Schedule. Preliminary schedule of events prior to work are to be discussed and agreed to in writing as to how the project will meet the period of performance.

The contractor shall bring problems or potential problems affecting performance to the attention of the Project Manager as soon as possible.

Deliverables. All product manuals and warrantees are to be submitted to the Project Manager prior to project completion.

Inspection and Acceptance. The government reserves the right to inspect the project at any time.

Contractor will be notified of inspection findings within 5 workdays of review.
