About this file
This document is a Scope of Work (SOW) for the fabrication and installation of fish consumption warning signs at the Amcast Industrial Corporation Superfund Site in Cedarburg, Wisconsin. The U.S. Army Corps of Engineers (USACE) will manage the project on behalf of the U.S. Environmental Protection Agency (USEPA) as part of the remedial design for the contaminated site. The scope requires the contractor to produce and install ten 12-inch x 18-inch aluminum signs at nine specific locations around Quarry Pond and Wilshire Pond, with six signs at Herman A. Zeunert Park and three signs near the Cedarburg Wastewater Treatment Plant.
The signs will include the EPA seal, warning text about industrial chemical contamination, and prohibit wading, swimming, and fish consumption. The sign text provides contact information for the U.S. EPA and Wisconsin Department of Health Services. The project is scheduled for installation between April 22 and May 23, 2025, with the USACE providing a more specific timeline by March 28, 2025. The warning signs are part of a broader remedial design effort following the Record of Decision issued on September 25, 2023, which aims to address environmental contamination at the 16-acre Amcast Industrial site and surrounding areas.

IIS EPA (R5) Amcast Industrial Corporation Superfund Site (Cedarburg, WI) (566430) – Remedial Design
Fish Consumption Warning Sign (Fabrication and Installation) Contract Acquisition – Scope of Work (SOW) – February 2025
Scope of Work – February 2025
Background In September 2024, the U.S. Army Corps of Engineers (USACE) entered into an Interagency agreement with the U.S. Environmental Protection Agency (USEPA) to have the USACE perform project management, expert technical assistance, and contract acquisition with the remedial design (RD) at the Amcast Industrial Corporation (Amcast) Superfund Site in Cedarburg, Ozaukee County, Wisconsin.
This RD effort will align with the previously published record of decision (ROD), issued on September 25, 2023, which defines the selected remedy for the site. The primary objective of the requested support is to efficiently complete the remedial design in a manner that complies with, and meets the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the National Oil and Hazardous Substances Contingency Plan (NCP), the ROD, and EPA guidance.
The Amcast site is located in the City of Cedarburg, Ozaukee County, Wisconsin. The site covers approximately 16 acres along Hamilton Road between Washington Avenue and Park Lane in the city. The site consists of five main areas:
The Amcast North property, which consisted of the main facility buildings during Amcast’s operations;
The Amcast South property, which consisted of administrative buildings and a former disposal pit;
The Residential Yards area, which consist of residential parcels to the northeast of Amcast North that were contaminated by Amcast activities;
Quarry Pond, a six acre pond to the southeast of Amcast South that was contaminated by Amcast North and South storm sewer discharge; and
Wilshire Pond, a stormwater retention pond southeast of the Residential Yards that was contaminated from Amcast North storm sewer discharge.
Contractor Scope of Work
1. As part of the RD development (design remedy) that USACE is performing for the USEPA, the RD Scope of Work (SOW) for the Amcast Industrial Corporation (Amcast) Superfund Site project includes the requirement to update the existing Fish Consumption Warning/Advisory Signage around the impacted ponds - Quarry Pond and Wilshire Pond (Figure 1).
2. Existing signage at Quarry Pond and Wilshire Pond was assessed on-site by USACE Buffalo District (LRB) and USEPA in December 2024.
3. New/Improved signage will be placed around the ponds as needed to communicate sediment direct-contact and fish consumption risks to the public while remedial design and action phases is ongoing. The signs will effectively communicate to the general public that the ponds should not be waded in, nor fished for human consumption.
4. New/Improved signage shall include involved government agencies and warning/advisory information regarding recreational consumption of fish and also include warning/advisory information pertaining to contact with contaminated sediments that exist in the two (2) pond areas.
5. The signs will be designed (Figure 3) so that they are easily readable by the general population of Cedarburg and visible from a distance. The signs will have the EPA seal on the left and then on the right state “Amcast Industrial Superfund Site” or it can be all caps. Signs will have text as follows:
a. “NOTICE - DO NOT WADE, SWIM OR EAT FISH FROM THIS POND.
SEDIMENTS IN THIS POND CONTAIN OLD INDUSTRIAL CHEMICALS
EATING FISH FROM THIS POND MAY BE HARMFUL. AVOID CONTACT
WITH POND SEDIMENTS AND SHORELINE SOILS. FOR MORE
INFORMATION, CONTACT U.S. EPA, (800) 621-8431 OR WISCONSIN
DEPARTMENT OF HEALTH SERVICES (608) 266-1120”, (AND TO INCLUDE
NO FISHING AND NO WADING LOGOS).

b. Contractor fabrication materials shall also include applicable aluminum sign post(s) (6-7 feet high above ground) and applicable aluminum post base(s) for installation. (Installation in existing soil preferred)
c. Contractor shall install signs (with materials) as advised by USACE at site specified by USACE, USEPA and City of Cedarburg, Wisconsin at nine (9) specific locations (Figure 2A and Figure 2B) on both Quarry Pond and Wilshire Pond as advised by USACE. The general location of the signs include:
i. Six (6) of the signs shall be installed around Quarry Pond located within the City-owned Herman a Zeunert Park, N37W5661 Hamilton Rd, Cedarburg, WI 53012.

iii. The sign locations may change based on field conditions. The signs should be placed in areas clear of obstructions/vegetation so they are visible to the public. A spare sign will be provided to the City of Cedarburg City Engineer/Director of Public Works in the City’s Engineering/Public Works Department.
d. Contractor will provide a report at the end of field work/installation which shall include:
i. Daily field report of work completed;
