Horseshoe‐Carefree Seismic Hazard Study –SOW for Cultural Resource Survey and Monitoring
1. INTRODUCTION
a. See Appendix A
2. DESCRIPTION OF WORK REQUIRED.
2.1 Prior to initiating fieldwork, the Contractor shall conduct a Class I cultural resources literature review within a 1-mile radius of the survey area. The Class I will include the proposed project area in the Carefree Faultline locations on both Scottsdale McDowell Sonoran Preserve (Preserve) and the Tonto National Forest (TNF) locations. The Contractor shall review cultural resources records maintained by Tonto National Forest (TNF), Phoenix Area Office (PXAO), AZSITE, the Archaeological Records Office (ARO) at the Arizona State Museum (ASM), the Arizona State Historic Preservation Office (AZ SHPO), and General Land Office maps to identify projects and previously identified cultural resources within the review area.
2.2 Prior to beginning survey at the Carefree Fault on TNF lands, the Contractor shall acquire, or have any necessary permits from the TNF for the survey area, such as a valid archaeological permit for survey. As no Class III survey will be required for work on the Preserve associated permitting will not be needed (the existing survey completed on the Preserve is adequate).
2.3 At minimum, the Contractor’s proposed personnel and methodology shall meet the Secretary of the Interior’s Standards and Guidelines for Archaeology and Historic Preservation.
Additionally, the Contractor shall adhere to TNF survey and site recording standards in the performance of this work and shall ensure that all deliverables meet both TNF and PXAO requirements (Appendices B, C, D, and E).
2.5 The Contractor shall update the existing PXAO and TNF records for previously recorded cultural resources and request designations (e.g., site numbers) from the TNF for newly identified cultural resources (Appendices B and C). The Contractor shall accurately map the boundary of each cultural resource with a global positioning device (see Appendix D for PXAO geospatial standards and deliverable requirements). The Contractor shall take an overview photo of each cultural resource identified and photograph any problems or issues observed. The Contractor shall make a reasonable attempt to determine whether each cultural resource identified in the survey area is eligible for inclusion on the National Register of Historic Places under Significance Criteria A, B, C, and D. When recommending a cultural resource as eligible under one or more criteria, the Contractor shall explain the rationale behind their recommendation and identify the historic context or theme for which the cultural resource holds significance. If the cultural resource is recommended to have historic significance the Contractor shall include an assessment of the cultural resource’s integrity. The Contractor shall only recommend a cultural resource as unevaluated when absolutely necessary. The Contractor shall not collect any artifacts during fieldwork unless such collection is authorized by TNF. Should the TNF authorize the collection of artifacts, such collections shall be considered the property of TNF and delivered to the TNF Archaeologist for curation.
2.6 The Contractor shall conduct archaeological monitoring during geological testing at the Horseshoe Fault locations. The Contractor shall ensure an SOI qualified archaeologist shall be present during all testing/sampling activities. Monitoring documentation shall include photo-documentation of each sample location before and after each sample. The Contractor shall accurately map the location of every sample taken with a global positioning device (see Appendix D for PXAO geospatial standards and deliverable requirements). The Contractor shall ensure that all samples avoid cultural resources (e.g., rock art, cultural features, etc.).
The Contractor shall document all avoidance measures taken while monitoring.
2.7 The Contractor shall generate and provide several deliverables (detailed in Section 5) following completion of the Class I literature review, Class III pedestrian survey, recording of cultural resources, and archaeological monitoring report. The Contractor shall produce a survey and monitoring reports, populate a geodatabase meeting PXAO’s standards, provide geospatial deliverables for TNF according to their standards, generate site cards for PXAO and TNF’s record management system, conduct data entry in TNF’s Natural Resource Management (NRM) Heritage Module for the survey and results, and create and upload a Project and Document page for the survey and report respectively in The Digital Archaeological Record (tDAR). The Contractor shall ensure their deliverables meet the respective standards required by PXAO and TNF (see Appendices B, C, D, and E).
