About this file
This document is Appendix D of the Bureau of Reclamation, Phoenix Area Office's (PXAO) GIS guidelines for collecting archaeological field data. It outlines the PXAO's requirements for GPS data collection, metadata standards, and geodatabase schema for surveys and archaeological site data.
The key requirements include using Mapping Grade GPS units, adhering to specific datum and projection standards, and providing metadata in the North American Profile of ISO19115 2003 Format. The Surveys feature class must collect fields such as SurveyName, Year, BPA_NO, and SurveyNumber. The Sites feature class must collect fields like SiteNumber, AltSiteNumber, NRHP Eligibility, and Site Type. The contractor must submit all data in a digital geodatabase and provide maps with required elements. The document provides contact information for questions regarding these requirements.

PHOENIX AREA OFFICE GIS GUIDELINES FOR COLLECTING
ARCHAEOLOGICAL FIELD DATA
The following are the Bureau of Reclamation, Phoenix Area Office’s (PXAO) requirements for the Geographic Information System (GIS) spatial, tabular data and the collection and use of Global Positioning System (GPS) data as well as metadata standards using North American Profile of ISO19115 2003 to document field descriptions.
General Digital Data Guidelines: PXAO requires that all data transmissions, maps, and other documents containing the locations of cultural resources be labeled with the following statement:
“CONTROLLED – Disclosure of Site Locations is Prohibited by 36 CFR 296.18.” Please refer to Reclamation Manual Directives and Standards SLE 02-01, which defines the Bureau of Reclamation’s requirements for safeguarding all Controlled Unclassified Information.
Collecting GPS data: PXAO requires that all spatial data for cultural resources be recorded using Mapping Grade GPS units adhering to the minimum specifications in the table below.
GPS Data Requirements
Datum: NAD 1983 CONUS Projection: UTM Zone 12N meters PDOP mask < 6 Minimum of four satellites to collect features.
Provide electronic copies of all cultural resource data as completed Feature classes in a geodatabase.
Metadata Standards: All GIS datasets, GPS data and tables delivered by the Contractor must be accompanied by North American Profile of ISO19115 2003 Format metadata.
PXAO has defined fields and enumerated domain values for the GIS data schema provided. The Contractor shall complete the following fields within the metadata standards:
● Item Description (Title, Summary, and Description).
o Summary: detail associated project, date of surveys, and contract number.
o Description: brief summary describing project area, why area was surveyed, and dates when surveys were conducted.
● Topics & Keywords.
● Details (Timestamp of metadata entry).
● Fields (Description of fields utilized in addition to PXAO provided data schema).
Data Schema (Geodatabase & Domains): PXAO will provide Geodatabase Schema for filling required attribute information. The geodatabase contains cultural features and attributes fields necessary for resource and database management.
https://www.usbr.gov/recman/sle/sle02-01.pdf
The PXAO geodatabase is comprised of feature classes Surveys and Sites (Projection:
NAD_1983_UTM_Zone_12N meters). The Surveys feature class is a polygon feature class representing areas of archaeological surveys, which PXAO uses to track the area of any completed survey. The Contractor shall collect the following fields and domain values in the Reclamation.gdb/Surveys data structure:
Field Name Data Type Length Domain SurveyName String 255 Year String 10 BPA_NO String 255 ContractorProjectNum String 50 Contractor String 50 PXAO_Project Small integer PXAO_Project SurveyNumber String 255
The Sites feature dataset is a polygon feature class representing the boundaries of archaeological sites, buildings, structures, or districts and is used for managing cultural resources. As a management database, each Sites feature entry needs to correspond to the boundary of single archaeological site, building, structure, or district. The Sites feature class shall contain all pertinent data PXAO manages per key fields, Site Number and Report Number. The key field of SiteNumber is maintained for relating to other databases. The Contractor shall collect the following fields and domain values in the Reclamation.gdb/Sites data structure:
Field Name Data Type Length Domain SiteNumber String 255 AltSiteNumber String 255 BOR Project Small integer Project SiteVisitDate Date 29 Site Location Source Small integer sitelocsrc NRHP Eligibility Small integer nrelig Property Type Small integer propertytype Site Class Small integer siteclass Phases/Periods/Dates String 100 Site Type String 255 Site Description String 255
Submission of geospatial data to PXAO: The Contractor shall enter all cultural resources and surveys in a digital geodatabase and submit them to PXAO via secure file transfer. PXAO will not accept any contract reports without a corresponding geodatabase. The Contractor shall submit all digital geospatial data as complete Feature classes in a geodatabase formatted and assigned to the datum and projection outlined above. The Contractor shall provide boundaries for cultural resources and surveys as polygon Feature classes regardless of size or shape.
The Contractor shall produce maps for cultural resource reports that include a scalebar, north arrow, legend, project name, and project number and that represent the complete project area.
The Contractor shall identify any conflicting information from record searches and resolve it in consultation with PXAO cultural resource staff. The Contractor shall collect Isolated Features/Artifacts not meeting site definitions as points with a GPS and exported as one feature class in the final report.
The Contractor shall attribute/complete all geodatabase fields identified in the Surveys and Sites tables below:
Surveys Field Name Description SurveyName Name of the survey project Year Year survey was completed BPA_NO BPA call number under which the survey was completed ContractorProjectNum Internal Contractor project number Contractor Name of survey contractor PXAO_Project Select appropriate description from the dropdown menu SurveyNumber Agency permit number under which the survey was completed
Sites Field Name Data Type SiteNumber Arizona State Museum site designation AltSiteNumber Other site designations or site names BOR Project Select appropriate description from the dropdown menu SiteVisitDate Date the Contractor last visited the site.
Site Location Source Select appropriate description from the dropdown menu NRHP Eligibility Select appropriate description from the dropdown menu Property Type Select appropriate description from the dropdown menu Site Class Select appropriate description from the dropdown menu Phases/Periods/Dates Date range during which the site was used or occupied Site Type Short description of site (i.e. artifact scatter with features) Site Description Longer description of site with list of notable features
The Contractor can reach Jay Corum, the PXAO GIS Database Manager, by email at jcorum@usbr.gov, or by phone at 623-773-6414 for questions about these requirements or transmission of geospatial data.
