About this file

This document is a Statement of Work (SOW) for electrical repairs and upgrades to several support buildings at the USDA Invasive Plant Research Laboratory (IPRL) in Fort Lauderdale, Florida. The key objectives of the project include:

  1. Upgrading electrical supply, wiring, outlets, and lighting in buildings B001, B003, B004, B005, B006, B009, and B029 to meet current capacity, code compliance, and safety requirements.
  2. Extending electrical service to a nearby screenhouse and upgrading service in another screenhouse.
  3. Providing adequate electricity to a building that previously housed irrigation pumps.

The related federal contract opportunity is a solicitation (RFQ) for the electrical repairs and upgrades, with Solicitation Number 12405B24Q0386. The NAICS code is 238210 - Electrical Contractors and Other Wiring Installation Contractors. Quotes are due by 4:00 PM CST on August 9, 2024, and the contract will be awarded on a best value basis, with technical capability and past performance being more important than price. A site visit is scheduled for July 30, 2024.

Electrical repairs/upgrades to IPRL Support Buildings:

B001, B003, B004, B005, B006, B009 & B029

Performance of Work Statement

Prepared by F. Allen Dray Jr. & Anthony Day

Background:

Several support buildings at the USDA Invasive Plant Research Laboratory in Fort Lauderdale are quite old and have electrical systems that are antiquated, no longer meet current capacity requirements, are no longer in compliance with state and local codes, and in some cases present safety hazards. These need to be upgraded to meet current needs as well as being brought into compliance and made safe. Additionally, a nearby screenhouse that was replaced a few years ago now needs cooling fans and supplemental grow lights but has no electrical supply. Thus, we need to extend electrical service to this building and to upgrade the service in another screenhouse. Finally, one of the buildings used to house our irrigation pumps but has not had operable/safe electricity since being abandoned for that purpose. We desire to provide adequate electricity to this building to support outlets, lights, and a possible back-up irrigation pump (the latter to be purchased and installed at a later date).

Scope of project:

1. Examine electrical supply from B003 to B001 to assure wiring is code compliant and adequate to supply building needs. Replace supply cable if it fails this inspection, otherwise retain. Assure amperage supplied to B001 from the main on B003 exterior meets current needs and provides margin for future increased demand in B001/B006 complex.

2. Remove all existing breakers, wiring, lights, and outlets in B001 also B003 as needed.

Replace with code compliant breakers, wiring, outlets, and lights. Install new B001 breaker box; it should provide more amperage than currently required, with multiple spare 20A breakers available for future needs. Install in-ceiling LED light panels in headhouse area and one above the pesticide sink in the middle section of the building.

Outlets should be GFCI. There should be three (3) quad outlets per wall (two on the sink wall) and two quad ceiling outlets in the headhouse area; one (1) quad outlet on the wall in the pesticide sink area; three (3) dual outlets on the east and west walls (long walls) on the glasshouse, plus four dual outlets along the ceiling of the glasshouse extending to service the exhaust fan (similar to existing routing). Exhaust fan thermostat and supply wiring shall be replaced. All wiring will be encased in sealed conduit.

3. Remove existing wiring and breaker box in B006, including supply wiring from B001.

Install new weatherproof breaker box in B006 and connect to supply at B001. Replace all electrical wiring and conduit using waterproof devices. Replace outlets with new GFCI dual outlet units, six (6) in total with (3) on the East side of the glasshouse and (3) on the West side. Install new conduits for wiring the outlets to the breaker box, following the existing wiring routes. Replace both exhaust fans with two (2) new comparable units, including the housing and support assemblies, also replace the thermostats and their wiring.

4. Replace the main breaker box in B005 with modern code compliant box. Install wired (not battery powered) flood lights (total of four units) centered on each exterior wall of B005; install waterproof conduit to supply each flood light unit.

5. Extend B005 electrical supply to B029 screenhouse, repurposing existing underground conduit currently terminating at B012 to avoid damaging asphalt – then extending underground from B012 to B029 to supply power to B029. Install new code compliant waterproof breaker box in B029, then install waterproof conduit along each side of screenhouse to supply four (4) waterproof quad GFCI outlets – two (2) on each side of the building. Also, provide power (again with wiring in waterproof conduit) to overhead exhaust fan, connect fan, install thermostat, and assure full operational functionality of fan and outlets.

6. Determine whether electrical supply from B003 to B004 is functional, safe, and compliant. Remove all existing breaker boxes, wiring and water pump connections and replace with new code complaint equipment, assuring that breaker box has sufficient capacity for additional breakers if future expansion (e.g., installation of new pumps) is required. Install three (3) dual GFCI outlets – one each on the east, south, and west walls; install one new LED light panel in ceiling containing at least three (3) lights and centered in the room with a switch at the entry of the room.

7. Verify proper operations of all installed work, assure waterproof labels are installed in all breaker boxes with all connections neatly typed in legible font (including relabeling existing boxes as directed by on site POC), assure all trash has been removed (use of IPRL dumpsters is prohibited so a construction dumpster is required), and all work areas are clean.

8. Restrictions on Property:

• No smoking 50 ft surrounding area of facility.

• Contractor must provide porta-potty for restroom use of employees and subcontractors.

• Clean/straighten up work areas at the end of each shift until completion of work.
