Rehabilitate Engineers Officers Quarters – Emergency Repairs

1. PARK INTRODUCTION

Almost 70 miles (113 km) west of Key West lies the remote Dry Tortugas National Park. This

100-square mile park is mostly open water with seven small islands. Accessible only by boat or seaplane, the park is known the world over as the home of magnificent Fort Jefferson, picturesque blue waters, superlative coral reefs and marine life, and the vast assortment of bird life that frequents the area.

Fort Jefferson is a 19th century “Third System” coastal defense fortification located approximately 60 nautical miles west of Key West, Florida in the Gulf of Mexico. Military engineers began construction on the fort in 1846 and stopped before it was completed in 1874. It was part of an organized effort by the United States government beginning in 1817 to generate a system of national defense. Each of these coastal defense works were designed to contain artillery, garrisons, and magazines of which could defend against an attack until further reinforcements could be dispatched. Fort Jefferson represents one of the highest achievements of

19th century American military architecture and engineering and is one of the largest Third

System forts constructed. The hexagonal fortification has three tiers and surrounds a parade ground with auxiliary structures and ruins.

2. PROJECT OVERVIEW

The objective of this project is to provide emergency exterior repairs to stabilize the Engineering

Officer’s Quarters. Given the current condition of the EOQ, the structure is stable but vulnerable to moisture infiltration in the extreme conditions of the region and therefore emergency measures must be taken to secure the building and ensure preservation for future work. This project will repair/replace Building HS-08’s damaged copper gutters and operable wood shutters with hardware, copper roof flashing along parapet walls, chimneys, roof ridge and both exterior porches. Repairs include selective mortar repointing adjacent to affected repair locations or where mortar deficiency is discovered. Also included are selective wood carpentry/painting repairs to stabilize exterior wood porches and wood trim at roof eaves. All work performed will comply with the Department of the Interior’s Standards for the Treatment of Historic Properties.

The Engineering Officers’ Quarters (a.k.a. HS-08), which was reconstructed around 1935 and is on the List of Classified Structures and identified as a contributing resource on the 1974 Ft.

Jefferson National Monument National Register Nomination, is determined to be a necessary housing unit for full time NPS employees housed at Dry Tortugas. HS-08 is further broken down into two distinct structures. Structure 8A refers to the southernmost brick structure and the attached wood structure is known as the “Hyphen”. The north wall of the Hyphen is shared with the south wall of 8B. Due to the buildings current condition, historic designation and the lack of other housing options at Garden Key, it is imperative that the emergency repairs be completed is in an expedited manner.

6. SITE VISITS

Due to the remote location, specific site logistics, and challenging working conditions of any project at the Dry Tortugas, a site visit may be required prior to submission of your proposal.

Site visits can be used to collect or verify measurements and quantities, quantify materials, establish construction methods, and to have site familiarity. Site visits shall be rendered by the COR assigned to the project under this SOW. The NPS reserves the right to limit site visits to those which the CO or the COR determines to be sufficient.

Site visits prior to award will not be reimbursable by the government.

Transportation to Dry Tortugas is offered daily by two separate commercial operations:

Yankee Freedom III ferry; roughly 2.5 hours each way, 0800 departure from Key West to

Dry Tortugas and a 1430 departure from Dry Tortugas to Key West. Key West Seaplane

Adventures offers multiple seaplane departures from Key West to Dry Tortugas Daily.

Travel time is roughly 45 minutes each way.

Contractor can coordinate transportation of construction materials and supplies with the Park, pending availability and schedule of park vessel.
