ROLL-ON/ROLL-OFF (RO/RO) BELLY MOUNT LINE OF SIGHT (LOS)

COMMUNICATIONS RELAY INSTALLATION AND TEST SUPPORT

STATEMENT OF WORK (SOW)

1.0 BACKGROUND

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Unmanned & Expeditionary Weapon System (Code H), Weapon Control Test & Evaluation (Code H45), Battle Management Systems (BMS) program requires a flight-certified, communications relay solution for the integration of a belly mounted solution using Line of Sight (LOS) Mobile AdHoc Networking (MANET) Radio utilizing Multiple In / Multiple Out (MIMO) Antennas on a Navy EC-130J aircraft for testing of new capabilities in support of Air Force Special Operations Command (AFSOC). The integration is to be accomplished as a Temporary, Roll-On/Roll-Off (RO/RO) installation, with no permanent mechanical or electrical modifications to the aircraft.

2.0 APPLICABLE DOCUMENTS

2.1 Original Equipment Manufacturers (OEM) Specifications;

2.2 Center for Disease Control (CDC) Guidelines; and

2.3 Occupational Safety and Health Association (OSHA) Regulations.

3.0 REQUIREMENTS

3.1 The Contractor shall provide a RO/RO MANET LOS Upgrade to include an LOS MANET radio, which is compatible with the Persistent Systems Cloud Relay Layer-2 extension and shall support LOS communications over an S-Band RF datalink. The operation of the LOS upgrade shall not affect any other systems on the EC-130J aircraft.

3.2 The LOS solution shall be mounted in an approved EC-130J egress hatch location and must maintain hatch functionality while in operation.

3.3 The Contractor shall provide a LOS Relay Solution that can integrate into a switching network that allows an operator to switch between the desired satellite networks for capability testing on the aircraft for Medium Earth Orbit (MEO), and Low Earth Orbit (LEO) satellites. The RO/RO LOS Communication Upgrade shall include a MESH Network mobile waveform providing a self-healing, self-forming mesh network.

3.4 The Contractor shall attend a bi-weekly regular Integrated Product Team (IPT) meeting chaired by the Government Project Lead.

3.5 The Contractor shall be responsible for the design, manufacture, and flight certification of all hardware, including electronics and cable/harness assemblies. Approved system mounting location, as well as cable routing plans shall be coordinated with Government Project Lead and the Government aircraft operators.

3.6 The Contractor shall perform installation of the certified communication solution to the EC- 130J.

3.7 The Contractor shall conduct testing of the system to ensure proper functionality with the Technical Point of Contact (TPOC) present for confirmation.

3.8 The Contractor personnel shall wear personal protective equipment IAW OSHA regulations and CDC guidelines throughout the project.

3.9 The Contractor shall protect Government property from damage or disfigurement.

3.10 The Contractor shall complete all associated installs, tests and provide support twenty (20) weeks post delivery.

3.11 The Contractor shall coordinate with the technical point of contact (TPOC) identified below to schedule all required work and perform a final work-through to ensure installation is fully complete meeting the government’s requirements.

4.0 DATA DELIVERABLE

The Contractor shall provide data IAW CDRL A001.

6.0 SECURITY

The work to be performed under this contract is unclassified.

7.0 TRAVEL

The Contractor will conduct required local travel at no additional charge to the Government in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations

(FTR).
