STATEMENT OF WORK
SOLID WASTE DISPOSAL
FCC ALLENWOOD
SUBJECT
The Federal Bureau of Prisons (FBOP), Field Acquisition Office, located in Grand Prairie, Texas, intends to make a single award of an indefinite delivery/requirements type contract with firm fixed prices to a responsible contractor for the provision of Solid Waste Removal at the Federal Correctional Complex (FCC) Allenwood, located at Route 15, 2 Miles North of Allenwood, Allenwood, Pennsylvania. The contemplated award will consist of a base year, and four (4) twelve‐ month option years. General information regarding the Bop and its facilities can be located at www.bop.gov.
PLACE OF PERFORMANCE
The contractor’s place of performance will be approved by the Pennsylvania Department of Health, in accordance with all Federal, State, and Local codes and laws, and must meet all EPA requirements and standards. The contractor’s location site must be within a 25 miles radius of FCC Allenwood, which is located at Route 15, 2 Miles North of Allenwood, Allenwood, Pennsylvania 17810.
DESCRIPTION OF WORK
It is estimated that there will be approximately 2,500 tons of waste per year, and approximately six loads per week.
There will be a 35‐yard compactor that will be delivered approximately six times a week, two 30‐yard open top dumpsters and a 30‐yard wood dumpster as needed. The waste material will consist of institutional waste (solid and/or wet waste from the Food Service Department and other departments within the institution), construction debris, wood, and tires. The contractor is solely responsible for full compliance with all Federal, State, and Local Laws, policy, rules, and regulations. In the event that two or more of the regulations conflict, the strictest of the regulations, must apply.
The disposal of waste shall be in a legally and environmentally safe manner. The Contractor shall provide written documentation stating that the approved landfill meets all Federal, State, and Local Regulations.
SCHEDULE
FCC Allenwood will transport waste material to the approved landfill location; however, it must be within 25 miles of FCC Allenwood. Deliveries will occur Monday through Friday, 8:00 am to 4:00 pm, excluding Federal Holidays.
INVOICES
Invoices shall be submitted to the following:

Each invoice shall bear the following:
- Billing address
- Remit to address
- Invoice date and number
- Contract number
- Description, place, and quantity of service
- Weight of refuse per haul
- Date the services was provided, and;
- A total dollar amount of the invoice.
PROGRAM MANAGEMENT
The Contracting Officer Representative (COR) or Facility Manager will provide direction to the contractor which clarifies the scope of work as well as inspection and acceptance of services.
ADDITIONAL CONSIDERATION
Contractor shall provide written notification, to Contacting Officer, within three (3) business days when a permit(s) is denied, revoked, suspended, or transferred, when any major modifications alter the design of the disposal facility, or any changes in management or management practices.
