Sachuest Point NWR, Rhode Island
Drinking Water Well System Rehabilitation
Statement of Work
1.0 Introduction and Overview
Drinking water well system rehabilitation and upgrades at the Sachuest Point National Wildlife Refuge
(NWR) are required.
1.1 Scope of Work
The Contractor shall visit the site of the work, and provide a proposal to perform the work per Scope of work, project drawings, and specifications.
1.2 Objectives
Provide and install all materials for a new water well system to increase the potable water available at the Refuge to satisfy the Refuge’s annual needs and fluctuations in visitation. The water system includes adding a potable water storage tank, associated pumps and pressure tank, and incorporating the existing water treatment system into a design that has been approved by the Rhode Island Department of Health (RIDOH).
Perform the drinking water well system upgrades, meeting the requirements of the project drawings, specifications, and coordinating with the Deputy Refuge Manager to implement the work while the facility remains in operation. In the appendix to this document are the technical specifications and drawings for all the work to be performed.
Also required is the installation of new buried backwash discharge holding tank and piping to connect to an existing (redundant) water line, and drain to a Sewer Connection located in the Mechanical Room of the Visitor’s Center. All piping is to be installed per applicable codes.
1.3 Project Requirements
A. All work and materials shall comply with all applicable building codes, electrical and plumbing codes, and will use industry accepted standard practices. Per the requirements of the Rhode Island Department of Health, all wetted parts must have current approval standing with the National Sanitary Foundation (NSF).
All potable water contacting equipment and media (resins, etc.) shall conform to the NSF standards 60/61, and NSF 44 certification of Strong Acid Cation exchanger. Provide written documentation to demonstrate that all installed units and resins are approved for use in potable water supply systems and meet this requirement.
B. Install all required electrical wiring to the building's existing electrical panel as required. The Contractor shall determine the most feasible and appropriate locations for conduit runs and connections per National Electric Code (NEC) requirements.
C. The Contractor shall apply, pay for, and obtain any required permits for the work required (local, State, or Federal).
D. The Contractor shall be responsible for strict compliance with all provisions of Occupational Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29CFR 1926 during the performance of the work.
1.4 Period of Performance
The construction work shall be completed in 180 days.
1.5 Material Submittals
A. The Contractor shall email submissions consisting of material submittals to the U.S. Fish and
Wildlife Service for approval, prior to installation of the materials. Submittals must include make, model number, and manufacturer cut sheets for all equipment and NSF certifications for all components that come into contact with the water.
1.6 Refuge Operations
A. Coordinate all on site activities with the Deputy Refuge Manager. Notify the Deputy Refuge Manager when construction activities are to take place. Consult with the Deputy Refuge Manager on all on site activities that will take place, to ensure that Refuge operations are not impacted.
1.7 End Results/Deliverables
A. Provide and install all materials required for a fully functional drinking water well system per the design plans once approved by RI DOH.
B. The Contractor shall be responsible for strict compliance with all provisions of Occupational
Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29CFR 1926 during the performance of the work.
C. Upon completion of the project, all work areas shall be free from rubbish and debris.
D. Provide as built drawings for the drinking water well system project.
E. Provide all operation and maintenance manuals for the system components. Provide a schedule and log book for operations and maintenance.
F. The Contractor shall be responsible to provide a walk-through of the System with the Deputy
Refuge Manager &/or her Assigns prior to Project Acceptance. The Contractor shall be responsible to demonstrate that the System operates in accordance with the Plans, Specifications, and Controls.
The Contractor shall work with the Refuges Engineering representative, to ensure that all components and equipment are properly installed and functional.
G. After disinfection and prior to placing the tanks in service, two (2) samples to analyze and confirm the absence of total coliform must be taken at least 24 hours apart. Heterotrophic Plate
Count (HPC) analysis must be performed with each of the coliform sampling. In addition, one (1) of these samples must be analyzed for VOCs. If these samples show the presence of coliform bacteria or HPC greater than 500/mL, or the presence of VOCs, the tanks must be emptied, disinfected, and retested to achieve the above results prior to returning the tank into service. If changes to a tank are made after the system has been disinfected, RIDOH will require the tank to be disinfected and sampled once again. All results must be reported to RIDOH on Official State Reporting forms, marked Type Code “Special” And Facility ID and Sampling Point “ST001” and in no case shall any tank be placed into service without prior approval from RIDOH.
The disinfection is to be carried out in accordance with AWWA Standards C653-13, C652-19 and as appropriate, all water must be dechlorinated/neutralized utilizing an approved neutralizing agent per AWWA C655 and once the water has been dechlorinated it must be tested for residual chlorine which cannot exceed the RIDEM ambient water quality criteria of 0.019 ppm. If the dechlorinated water is to be discharged into a storm sewer system, it must be done in accordance with state or municipal approvals as appropriate.
As-built drawings of the system shall be provided to the Government once the system has been inspected and RIDOH is satisfied with the construction of the system.
When construction is substantially complete, let the Refuge know so that the Refuge can contact the Center for Drinking Water Quality (CDWQ) and a conformance inspection by the RIDOH can be scheduled and performed. The system cannot be brought on-line until such inspection has occurred and RIDOH is satisfied that the system was constructed in accordance with the approved plans or any subsequent approved changes to the plans
H. The contractor will provide a minimum 1 year warranty on products and workmanship.
I. The Contractor shall perform water tests that demonstrate that the installed water system meets US EPA safe drinking water standards.
