Drinking Water Analysis

Drinking Water Analysis
1. BACKGROUND
Pictured Rocks National Lakeshore will strive to reduce the risk of waterborne diseases and provide safe drinking water to employees, the visiting public, and park partners by assuring that drinking water systems are properly operated, maintained, monitored, and deficiencies promptly corrected. Drinking water systems will be regulated in accordance with 1) the Safe Drinking
Water Act, as amended (42 U.S.C. 7401 et seq.), or 2) the Primacy Agency (e.g. the agency designated by Federal law as having oversight responsibility).
2. OBJECTIVES
Pictured Rocks does not have the expertise or laboratory equipment to analyze drinking water per the agency’s drinking water quality monitoring guidance, called Directors Order 83, Reference Manual 83A-1. Therefore, Pictured Rocks requires the services of an analytical laboratory (referred to as Contractor or Laboratory hereon) to determine levels of the following parameters in water samples:
• Nitrate/Nitrite Nitrogen
• E-coli/Coliform/Fecal Coliform
Because many of our drinking water sites are likely to have low concentrations of these parameters, Pictured Rocks requires an analytical laboratory capable of accurately measuring very low levels, with associated low method detection and reporting limits (see Section 12, Other
Unique Requirements).
At a minimum, the Laboratory must have experience and written procedures (laboratory methods) for quantifying the target parameters shown above. The written procedures must document what methods are used, including how samples are handled, what reagents and standards are used, the type and model of instruments and equipment being used, and how quality control is conducted.
Analysis of parameters not shown above, if requested by Pictured Rocks, will depend on the
Contractor’s ability to assess levels of the particular parameter, and Pictured Rocks’ concurrence on the methods and cost per sample. The Contractor and Pictured Rocks will negotiate in good faith a price that is competitive and based on market research.
3. PLACE OF PERFORMANCE
The work required for this contract will be at the Contractor’s analytical laboratory.
4. PERIOD OF PERFORMANCE
This is a multi-year contract. A multi-year contract is a contract for more than 1 but not more than 5 program years. Performance under the contract during the second and subsequent years is contingent upon the appropriation of funds for the work in a given year. It is up to the discretion of Pictured Rocks to exercise the option of using the second and subsequent years.

5. SCOPE
The Contractor shall analyze water samples and provide data results needed to determine levels of the parameters described in Section 7.1.
SUMMARY OF WORK: The Vendor will provide all materials, labor, tools and equipment necessary to complete water testing for all Picture Rocks National Lakeshore provided potable drinking water samples. The estimated numbers of samples that will be submitted for each quarter are as follows:
October - 18 E-coli/Coliform/Fecal Coliform samples
November – 7 E-coli/Coliform/Fecal Coliform samples
December - 7 E-coli/Coliform/Fecal Coliform samples
January - 7 E-coli/Coliform/Fecal Coliform samples
February - 7 E-coli/Coliform/Fecal Coliform samples
March - 7 E-coli/Coliform/Fecal Coliform samples
April - 7 E-coli/Coliform/Fecal Coliform samples
May – 18 Nitrate/Nitrite/Nitrogen samples and 18 E-coli/Coliform/Fecal Coliform samples
June - 18 E-coli/Coliform/Fecal Coliform samples
July - 18 E-coli/Coliform/Fecal Coliform samples
August - 18 E-coli/Coliform/Fecal Coliform samples
September - 18 E-coli/Coliform/Fecal Coliform samples
Retakes - 15 E-coli/Coliform/Fecal Coliform samples
In the event of positive results, retakes will be necessary and will be billed at the same rate.
The following (18) well locations will be tested.

3. Munising Falls (monthly, year-round)
4. Munising Maintenance Facility (monthly, year-round)
5. Miners Castle (monthly, May to October)
6. Little Beaver Campground (monthly, May to October)
7. Twelve Mile Beach Campground East (monthly, May to October)
8. Twelve Mile Beach Campground West (monthly, May to October)
9. Sullivan’s Cabin (monthly, May to October)
10. Au Sable Light Station (monthly, May to October)
11. Lower Hurricane Campground (monthly, May to October)
12. Upper Hurricane Campground (monthly, May to October)
13. Log Slide Day Use Area (monthly, May to October)
14. Grand Sable Visitor Center (monthly, May to October)

6. TASKS
Overview of Year 1 Sampling by Pictured Rocks
In 2022 Pictured Rocks will collect water samples at 18 well locations in the park. Water samples from these location will be tested on the following schedule:
E-coli/Coliform/Fecal Coliform Monthly Nitrate/Nitrite Nitrogen Once per year
The approximate number of samples by parameter for the first year of the contract is listed below.

The number of samples in subsequent years is expected to be similar to the first year. Because the actual number of samples may deviate slightly from what is listed, Pictured Rocks will specify a maximum amount of funding each year of the contract to accommodate the potential of additional samples. Additional samples will be paid at the same rate indicated in the Contractor’s bid.
Specific Tasks
The contractor will prepare all sample bottles and perform all tests in accordance with the U.S.
EPA Drinking Water Analytical Methods found at:

The contractor will also assure all testing and sampling is performed in accordance with National Park Service criteria under [NPS RM83] table # 2 - table # 3 table #4 found at:
http://www.nps.gov/public_health/info/rms/rm83A1.pdf.
The Contractor shall supply coolers, chain of custody forms, sample labels, bottles, or filters within 14 days of receipt of request. For shipments from the park, samples will arrive at the laboratory via Federal Express. Therefore, the Contractor shall provide Pictured Rocks with the FedEx shipping zone for the analytical laboratory where Pictured Rocks will ship samples, in order for Pictured Rocks to estimate annual shipping expenses.

7. OTHER UNIQUE REQUIREMENTS
7.1) Required Maximum Containment Levels Goals (MCLG) and Maximum Containment Levels (MCL) for each parameter are shown below. Note that these are maximum values, and that lower MDL’s are acceptable:

7.2) When samples are shipped to the Contractor, Pictured Rocks will utilize USPS, and assume all expenses associated with each shipment. Therefore, the Contractor shall provide Pictured
Rocks with the USPS shipping zone for the analytical laboratory where Pictured Rocks will ship samples, in order for Pictured Rocks to estimate annual shipping expenses.
