About this file
This is a Statement of Work (SOW) for the maintenance and support of analytical laboratory equipment at the National Institute of Standards and Technology (NIST), Department of Commerce. The contractor shall provide preventive maintenance, corrective maintenance, and technical support for three (3) Liquid Scintillation Spectrometers (LSC) and one (1) Wizard2-24800010 gamma well counter. Maintenance services must include routine inspections, calibration, parts replacement, and emergency repair services to ensure equipment operability and compliance with manufacturer specifications. The contractor is responsible for maintaining detailed maintenance records, providing spare parts availability, and ensuring minimal equipment downtime. Technical support includes troubleshooting assistance and training for NIST personnel as needed.
The SOW requires the contractor to establish a service schedule that accommodates NIST operational needs, typically involving quarterly preventive maintenance visits or as mutually agreed upon. The contractor must respond to emergency service calls within defined timeframes and maintain inventory of commonly needed replacement parts. Performance metrics include equipment uptime targets and documented compliance with all maintenance protocols. The contractor shall coordinate directly with NIST's designated point of contact and provide monthly status reports detailing all maintenance activities, equipment performance, and any recommended upgrades or modifications. All work must be performed by qualified technicians with manufacturer certification or equivalent expertise in radiometric and gamma counting instrumentation.

Statement of Work Maintenance Services for Three (3) Liquid Scintillation Spectrometers (LSC) and a Wizard2-24800010 gamma well counter
I. BACKGROUND:
The NIST Radioactivity Group mission is to develop, maintain, and disseminate radioactivity standards, develop and apply radioactivity measurement techniques, and engage in research to meet the requirements for new standards. The Radioactivity Group performs radioactivity measurements of Standard and Certified Reference Materials (SRMs, CRMs), testing reference materials and environmental samples. The Group carries out a wide range of programs in low-level standards for environmental and bio-assay measurements, standards used in nuclear medicine and nuclear power plants, and testing of radiological instrumentation. Good maintenance of instruments is crucial to achieve the mission. A maintenance service agreement for the instruments is the best way to maximize return on investment and avoid the high costs associated with instrument failure.
II. SCOPE OF WORK
The Contractor shall provide a service agreement for the service and maintenance for the instruments mentioned above. This effort shall include uninterrupted performance within manufacturers’ specifications on a scheduled and as-needed basis. The Contractor shall guarantee the full system performance of these instruments. The proposed acquisition is for a maintenance/service contract on existing four Instruments: Three (3) Liquid Scintillation Spectrometers (LSC) and a Wizard2-24800010 gamma well counter. Services and maintenance shall include unlimited emergency visits during regular business hours in addition to one scheduled preventive maintenance visit per period. Covered expenses shall include all parts, labor, travel, and per diem. The Contractor shall repair/replace all parts required for the operation of the Instruments.
III. SPECIFIC TASKS
The Contractor shall perform services for the instruments listed in the table above.
1. Service Conditions and Repairs:
1.1. All services provided under this agreement must be provided by personnel authorized by PerkinElmer and fully competent in the operation of the covered instruments.
1.2. The Contractor shall only employ tools, parts, instruments, test apparatus, methodologies, techniques, and practices appropriate to use for the instruments by the manufacturer. The service protocols and instruments specifications shall always be adhered to.
1.3. The standard manufacturer’s warranty for parts and labor shall apply to all work performed.
1.4. The Contractor shall respond to an unlimited number of requests for service calls in the event of any instrument failure which requires immediate repair.
1.5. The Contractor shall respond to service calls Monday through Friday, during regular business hours only. The Contractor shall provide a service technician/engineer on-site at NIST Gaithersburg, MD, within 48 hours after the service call is placed by the Government. No weekend service visits shall be required.
1.6. In the event that the Contractor is unable to resolve the problem during the service call, the Contractor shall provide telephone support and on-site support as needed to expedite a solution for NIST.
1.7. The Contractor is responsible to obtain all parts required for all repairs and maintenance. The Contractor shall make a commercially reasonable effort to secure parts within 72 hours after identifying the need for a replacement part for the covered equipment.
1.8. Replacement parts provided under this agreement may be either new or remanufactured and the Contractor may exchange and/or repair existing components.
1.9. All repairs must result in the instruments meeting manufacturer’s specifications as specified in the most recent version of the operation and maintenance manuals for the instruments.
1.10. Any parts or components removed for replacement shall become the property of the Contractor unless otherwise agreed to by the parties, and the cost of all the parts are covered by the contract. The Contractor shall remove the parts from the NIST campus at the time of the service call. This statement of work assumes that the Contractor will take the component(s) with them at the time of the service call, and that no shipping charges will be incurred under this contract. The Contractor shall assume liability for all parts removed from the NIST campus
2. Preventive Maintenance:
2.1. Provide one preventive maintenance visit per year of the service agreement as specified in the manufacturer’s operations and maintenance manuals for the instruments.
