About this file

This document is a Statement of Work (SOW) for Argonne National Laboratory seeking a pilot-scale adsorption column system with specific technical requirements. The system must process approximately 300 gallons per 8-hour shift, feature at least 6 columns with flexible configuration, and be constructed on a skid with programmable logic control (PLC). Key technical specifications include fabrication primarily using 316L stainless steel, integration of conductivity and pH meters, flow meters, pressure/temperature transmitters, and compliance with ASME pressure vessel and piping standards.

The solicitation is issued by the Department of Energy Office of Science, with a delivery deadline of 10/1/2026 and proposal submission due by 10/09/2025 at 5:00 CDT. The vendor will construct the system at their facility and provide training and startup assistance at Argonne's Lemont, IL location. Submission requirements include prefabrication drawings, process and instrument diagrams, system layout details, component manufacturer lists, electrical drawings, and a hydrostatic pressure test report. Proposals will be evaluated first on technical acceptability, country of origin, and then final pricing, with submissions to be sent to Molly Hunter at mollyhunter@anl.gov.

Appendix “B”

Argonne National Laboratory Statement of Work Adsorption Column System 9/2/2025

1.0 Background

Argonne National Laboratory would like to acquire a pilot scale adsorption column (also known as a chromatography system) for use in extractions and purifications from aqueous solutions. The system should be able to process about 300 gallons of solution in an 8 hour shift.

2.0 Scope

This contract is for the construction of a pilot scale adsorption column system with programmable logic control (PLC). The system should be built on a skid and be self-contained except for external storage tanks needed for the various input and output streams.

3.0 Objectives

The objective of this system is to use it in extractions and separations of various metals from aqueous streams. Some examples include removing Mg and Ca from Li containing solutions, or using novel adsorbents for the separation of rare earths. The scale of these experiments may vary and so the flexibility to have multiple columns where any number of columns can be run to properly accommodate the given experiment is an important feature.

4.0 Tasks

· A fully integrated adsorption column system constructed on a skid with PLC control (input and output tanks and plumbing connections to them to be provided by Argonne)

· System should have the capacity to process approximately 300 gallons per 8 hour shift

· System should have at least 6 columns

· System should allow for any number of the columns to be used for a given experiment

· Each column should be outfitted with a manifold that has a feed valve, 2 desorbent valves, a raffinate valve, an extract valve and a recycle/bypass valve.

· System should be largely fabricated using 316L stainless steel. Other materials may be used with approval from Argonne on a case by case basis.

· System should include two conductivity and two pH meters to measure the raffinate and extract outputs.

· System should include needed flow meters, pressure transmitters, temperature transmitters, pressure relief valves, pumps, and control valves to allow for automated operation, datalogging and operational monitoring.

· System power should be preferably 3-phase 480 V, but 208 V options can be acceptable.

· Piping to be in accordance with ASME code B31.3

Pressure vessels to be designed to a design pressure of 150 psi per and pressure relief valves to be in accordance with ASME Section VIII

· Pressure vessels to be hydrostatic pressure tested to at least 1.5x design pressure.

· System components should include grounding wiring installed to any part that could become electrified according to NFPA 70E

· Assistance with installation questions are provided

· Training and a walkthrough of the initial startup process of the system provided at Argonne

5.0 Delivery

· Prefabrication drawings including a process and instrument diagram to be submitted for approval prior to commencing construction

· System should be delivered by 10/1/2026

· At or before system delivery the following documents should be provided,

· Process and Instrument Diagram

· System layout including all connection points and sizes for utilities

· List of all major components and their manufacturers

· Electrical drawings showing all wiring pathways

· Hydrostatic pressure test report.

5.1 Acceptance Criteria

1. Receipt of prefabrication drawings including process and instrument diagram incorporating elements and specifications as outlined in this SOW for Argonne review and approval.

2. Receipt of adsorption column system and all components without damage and as per approved specifications in SOW including incorporation of changes agreed to during review by Argonne.

3. Receipt of all documents as listed in the SOW.

4. Confirmation of successful startup

6.0 Government-Owned Property

Does not apply

7.0 Security

No security constraints are needed

8.0 Place of Performance

Construction will occur at the vendor’s facilities. Training and startup assistance to be provided at Argonne National Laboratory’s facilities in Lemont, IL.

9.0 Period of Performance

It is expected that the system will be delivered by 10/1/2026. Training and startup assistance to be provided once Argonne has installed the system.
