1. General Project Information:
Project Location and Background: 175th Maryland National Guard Base at Martin State Airport, Maryland Air National Guard, Baltimore, MD 21220.
1.1. Site Description: The MARYLAND AIR NATIONAL GUARD, WARFIELD AIR NATIONAL GUARD BASE has a workforce of over seventeen hundred full and part- time personnel, with facilities occupying one hundred and seventy-five acres of property. The primary mission is to provide security to the nation and the state of Maryland. These facilities always require security protection.
1.3.1. Coordinate access to premises with Contracting Office Representative (COR) at (410) 918-6537 for execution of work. Emergency situations, military operations, or other contingencies may cause suspension of work or restrictions on access to the construction site. If military emergency operations require escorts, the Government will provide them to the Contractor at no cost.
1.4. Use of Premises:
1.4.1. Contractor shall assume full responsibility for protection and security of materials and equipment stored on site.
1.4.2. Contractor shall move any stored products, under their control, which interfere with operations of the Government.
1.4.3. The Contracting Officer Representative (COR) will determine the storage or work areas available under this contract.
1.5. Government Equipment: Contractor use of Government owned or leased equipment such as: hoists, forklifts, compressors, welding machines, cutting rigs, etc. shall not be permitted on either a reimbursable or non-reimbursable basis. Cost for all equipment required to accomplish the work shall be included in the Contractors final bid price.
1.6. Permits and Inspections:
1.7. Normally no permits or inspections by local building officials are required. All inspections will be performed by COR unless modified by the Statement of Work. All testing will be performed by the contractor unless modified within the construction documents. A submission of the air balancing report shall be submitted to the Commander of the 175th Civil Engineering Squadron before final payment will be delivered.
1.8. Contractor Passes: Contractor’s Passes are only issued to personnel who have properly submitted a locally generated WF 113 Wing Installation Access Application (available from the Contracting Office or from the COR) and have been cleared through an approved background investigation by the 175th Security Forces Squadron. The Installation Access Application contains required information necessary to conduct a National Criminal Information Center (NCIC) background check or a Defense Biometric Identification System (DBIDS) check.
Contractors who will be working on the installation need to complete an Antiterrorism Level I training. The training can be found at http://jko.jten.mil/courses/atl1/launch.html. Please ensure contractors are attaching their certificates along with their applications. Contractors who have not completed an Antiterrorism Level I training will not be allowed on the installation.
Contractor Passes are only issued to contractors who will be required to work more than 14-days on the installation in performance of their contract. For contractors requiring less than 14 days of access, an AF FM 75, Visitors Pass, will be issued upon a favorable background investigation.
The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10-245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
The Defense Forces Commander (DFC) maintains the right to deny contractors access to the installation based on unfavorable information obtained through NCIC or DBIDS.
1.9. Burnt Permits: Unless otherwise specified in other sections of this specification, the use of burning equipment or open flame welding and cutting shall be allowed only as authorized in writing by the local Fire Inspector (Facility 3150). Once approved by the Fire Inspector, a written AF Form 592 – USAF Welding, Cutting, and Brazing Permit will be issued. The permit will be issued by the fire department within one (1) hour of request and must be renewed daily.
1.10. Digging Permits: Are obtained from the Work Control Office (Facility 2100) at (410) 918- 6300. The Contractor is responsible for contacting ‘Miss Utility’ to mark the gas and electrical lines. The Contractor is responsible for hiring a private underground utility locating company to mark the water, sanitary sewer, storm sewer, broadband cable, and communication lines.
1.11. Change Orders: Only the Base Civil Engineer (BCE) or the Contractor may initiate change order requests. Do not proceed with any work until a signed modification or other written authority is received from the Contracting Officer. Only the Contracting Officer may approve a change order.
1.12. Field Changes: No changes in the cost or the scope of the project may be made without processing a change order. Field changes not involving cost or scope may be initiated by the BCE, COR, Contracting Officer or the Contractor.
1.13. Daily Report and Sign-In Register: Each day the Contractor is on site to perform any work, the Superintendent/Foreman shall sign in at the Base Engineering Building (BLD 2100), indicating specific Building/Location and the number of persons who shall be performing work that day.
1.14. Hours of Operations: The hours of operations at Martin State Airport for the Air National Guard are 10 hours per day (0630 – 1700) Tuesday – Friday and two weekends per month (0730 – 1700). Coordinate access to premises with COR, for execution of work. Emergency situations, military operations, or other contingencies may cause suspension of work or restrictions on access to the construction site.
1.15. Off-Hours Work: Except as otherwise specified, all work shall be performed during regular work hours (indicated above). If the Contractor desires or is required to work on Saturdays, Sundays, Holidays or other hours outside normal work schedule, the Contractor shall be required to seek written approval from the BCE. The Contractor is not entitled to premium time if the request is approved.
1.16. Clean up: The work site is an active civilian and military airport. Site cleanliness, Foreign Object Debris (FOD) control is absolute. The Contractor will clean up all construction debris and refuse and will remove it from the work site and the Base daily at their own expense.
1.17. Safety: The Contractor is responsible for performing all work In Accordance With (IAW) State and Federal OSHA requirements as well as compliance with the most current USACE EM 385-1
1.18. Environmental Protection and Waste Disposal: The disposal of all materials, which may include hazardous or toxic liquids that are used to perform the work, shall conform to all Federal, State, and Local environmental regulations. All dumpster service and waste management shall be provided at no additional cost to the Government. All recyclable metal shall be placed into Martin State Airport scrap metal recycling containers. Please contact the Base Environmental Engineer Maj DeJaun Saunders at (410) 918-6538 for detailed information. Also for more information, review “Environmental Protection Plan for Contractors”, which will be provided during the solicitation phase.
1.2.2 Military Real Property Data – DD Form 1354: The Contractor shall furnish real property data to the Government via the DD Form 1354, Building Information Checklist for the Transfer and Acceptance of Military Real Property, for each new construction and/or renovation project awarded, unless otherwise notified. The cost and unit of measure of each individual asset must be identified separately. If demolition work is within the scope of the project, demolished assets and demolition costs must also be identified. The Contractor is responsible for accuracy of data, current up to the time of completion. The Contractor should contact the Real Property Office at 410-918-6222 with questions pertaining to the DD Form 1354. For construction data assistance, Contractor may contact the 175th Base Civil Engineer’s Office to speak with the COR, or Project Manager assigned to the project.
1.2.3 Hazardous Materials: If suspected hazardous materials are discovered (other than dip tank solvents already included within the scope of work), do not disturb, contact the COTR.
1.2. Description of Work. The Contractor shall describe in his or her proposal how they will manage the project. The Contractor shall identify key players and their abilities to manage projects of this magnitude, including scheduling methods, reporting and execution.
1.3. Construction Period of Performance (PoP). The Contractor shall identify the proposed construction performance period. 30 days is the allotted time frame to complete the project.

| 2.1 | Demolition of Sidewalk: |
| 2.1.1. | The Contractor will remove all current rubber sidewalk from Building 4200 to Guard Rail |
| 2.1.2. | Contractor will remove all high visibility cones |
| 2.1.3. | Contractor will dispose all material to a location offsite |
| 2.2. | Concrete Sidewalk: |
| 2.2.1. | This section specifies cast-in-place concrete, including reinforcement, concrete materials, mix design, placement procedures, and finishes. |
| 2.2.2 | All sidewalks, and approaches constructed or installed, and any replacements thereof at the 175th Maryland Air National Guard shall conform to the following specifications to match the existing sidewalk on base. |
| 2.2.3 | Furnish and install all concrete pavements and all incidental work required to complete this section. |
| 2.3. | Quality Assurance: |
| 2.3.1. | Standards to comply with the provisions of ACI 301 |
| 2.4. | Products: |
| 2.4.1. | Concrete, transit mixed conforming to ASTM C-94 4000 psi, 28-day strength with 6%-8% entrained air and slump 2 to 4 inches. |
| 2.4.2. | Base material shall be as specified as Section 02220, Excavation, Fill and Grading of this specification. |
| 2.4.3. | Expansion joint sealer shall be an approved two component polysulphide polymer material commonly referred to as synthetic rubber caulking for masonry walks and walls. Color to approximate concrete gray. |
| 2.4.4. | Expansion joint sealer shall be non-oil bearing premolded filler 3/8" in thickness conforming to Maryland State of Transportation Standard Specification |
| 2.5. | Execution: |
| 2.5.1. | Surface Preparations: |
| 2.5.2. | Remove loose material from the compacted surface immediately before placing concrete. Proof roll prepared subbase surface to check for unstable areas and the need for additional compaction. Do not begin concrete work until such conditions have been corrected and are ready to receive concrete. |
| 2.5.3. | After subbase is compacted and ready for concrete a vapor barrier shall be placed before concrete is poured |
| 2.5.4. | Form Construction: |
| 2.5.5. | Set forms to the required grades and lines, rigidly braced and secured with wood or metal stakes. Install sufficient lengths of forms to allow continuous progress of the work, and so that forms can remain in place at least 24 hours after concrete placement. |
| 2.5.6. | All form work shall be adequate to produce clean straight lines. New concrete shall meet existing concrete with matching tool joints and edging. |
| 2.5.7. | Wire mesh placement: |
| 2.5.8. | Pre-set wire mesh 6"x 6" - 6/6 in all pavement forms at mid-height of slab. Overlap joints 6 inches. These forms shall be set on "chairs" or similar devices prior to pour. Do not "pick up" re-enforcing during or subsequent to pour. |
| 2.6. | Joints |
| 2.6.1. | General: |
| 2.6.2. | Construct expansion joints and score lines true to line with face perpendicular to surface of the walks, unless otherwise shown. |
| 2.6.3. | Locate expansion joints every 5-ft. maximum in concrete walks, unless otherwise indicated. |
| 2.7. | Construction Joints: |
| 2.7.1. | Provide construction joints at the end of all pours and at locations where placement operations are stopped for a period of more than one-half hour. |
| 2.7.2. | Construction joints shall be located to match scoring pattern and edge shall be finished accordingly. |
| 2.8. | Expansion Joints: |
| 2.8.1. | Locate expansion joints to match scoring pattern. Provide premolded joint filler for all expansion joints and to isolate concrete pavement from all abutting concrete pavements, curbs, catch basins, manholes, inlets, structures, walks, walls, and other fixed objects. |
| 2.8.2. | Extend joint fillers full width and depth of the joint, and not less than one-half inch or more than one inch below the finished pavement surface. Furnish joint fillers in one-piece lengths for the full width being placed, wherever possible. Where more than one length is required, lace or clip joint filler sections together. |
| 2.8.3. | Sealer: |
| 2.8.4. | Seal top half-inch all expansion joints with expansion joint sealer in accordance with manufacturer's directions. |
| 2.9. | Concrete Finishing: |
| 2.9.1. | Perform concrete finishing using machine or hand methods as required. |
| 2.9.2. | After striking off and consolidating concrete, smooth the surface by screeding and floating. |
| 2.9.3. | Adjust the floating, compact the surface, and produce a uniform texture. |
| 2.9.4. | After floating, test surface for trueness with a straight edge. Distribute concrete as required to remove surface irregularities, and refloat repaired areas to provide a continuous, smooth finish. |
| 2.9.5. | Work edges of slabs and joints with a 1/8" radius-edging tool, with a 3" wide trowled edge. |
| 2.9.6. | After completion of floating and when excess moisture or surface sheen has disappeared, complete surface finishing. |
| 2.9.7. | Picture frame with broom finish by drawing a fine bristle broom across the concrete surface. |
| 2.9.8. | Curing: |
| 2.9.8.1. | After the concrete sidewalk or shed slab is finished, it shall be protected by applying an mapproved colorless curing compound. This compound shall be applied by pressure spraying at a rate of one gallon per 150 square feet or as recommended by the manufacturer. Other methods of curing may be used if approved by the COR |
| 2.9.8.2. | Anti-Spalling: |
After a curing period of twenty-eight days, the Contractor shall return to the job site and coat concrete with two coats of an anti-spalling compound according to manufacturer's recommendations.
| 2.9.9. | Repair and Protection: |
| 2.9.9.1. | Repair or replace broken or defective walks and pavements as directed by the COR |
| 2.9.9.2. | Protect the walks from vandalism and damage until acceptance of the work. Maintain barricades, sidewalk bridges/boardwalks as required. Sweep concrete walks and wash free of stains, discolorations, dirt and other foreign materials prior to completion. |
| 2.9.9.3. | All adjacent property disturbed during construction shall be replaced in kind by the Contractor. |
| 3.0. | Landscaping: |
| 3.1. | After sidewalk has been installed contractor must return swell grading back to the original slope |
| 3.1.1. | Grading from the backside of the sidewalk down to the swell to allow for proper drainage |
| 3.1.2. | Match existing slop that was there before construction |
| 4.0 | Warranty: Provide a 1-year workmanship warranty |
| 5.0 | Drawings: Review attached drawings for reference. |
