General Description

The High Frequency Global Communications System (HFGCS) System Program Office (SPO) is responsible for the sustainment of the HFGCS system. HFGCS is the ground-based communication backbone providing Beyond Line-of-Sight communications to the joint war fighter.

The HFGCS system consists of three elements: radio, antenna, and network control elements.

The HFGCS SPO, Defense Information Systems Agency (DISA) Mission Partner, has arranged Cybersecurity Service Provider (CSSP) subscription services – Traditional, with DISA.

The HFGCS SPO requested DISA CSSP Traditional services for network control elements located at Grand Forks Air Force Base (AFB), North Dakota (ND) and Andrews AFB, Maryland

(MD).

The purpose of this document is to inform the Equipment Vendor of what our objectives are, with the expectation that the Equipment Vendor can provide the DISA required equipment to meet those objectives.

1. SCOPE: The scope consists of providing and shipping of the two (2) Cisco FirePower 2110 sensors inclusive all required hardware, software, firmware, and any initial licenses recommended by DISA CSSP Sensor Architects in accordance with DISA CE23 Letter of Estimate (LE) for AFLCMC HFGCS CSSP.

2. Program Objectives: The Vendor shall provide and ship the equipment necessary for the accomplishment of these specific objectives.

2.1. Per DISA CE23 Letter of Estimate (LE) for AFLCMC HFGCS CSSP, DISA CSSP Sensor Architects recommend the Mission Partner, HFGCS, purchase of two (2) Cisco FirePower 2110 sensors inclusive of all required hardware, software, firmware, and any initial licenses. These sensors will be replacing the existing NCSXSENSOR Devices – Cisco 5516x.

2.2. Each sensor should be connected behind the network boundary at each Network Control Stations (NCS). Current sensors have connections for Local Area Network (LAN) and Demilitarized Zone (DMZ).

2.3. Taps are to be placed on LAN and DMZ connections for each FirePower 2110 at each NCS for a total of three (3) taps per site. Taps should be passive tap connections with copper.

2.4. The sensors should be configured with the approved Authorization to Operate (ATO) baseline at DISA Letterkenny. Shipment address indicated in 2.5, below.

2.5. Once purchased the equipment vendor will be required to ship the sensor contents for configuration to the following address as listed and provide shipment notification to the HFGCS System Program Office inclusive of shipping details:

3. Logistical Support Objective: The Equipment Vendor shall establish/maintain procedures for handling, storage, preservation, packaging, and shipping to protect the quality of products and prevent damage, loss, deterioration, degradation, or substitution of products.

4. Schedule: Delivery/shipment of sensor equipment to the required DISA Configuration Team at Chambersburg, PA as listed above in paragraph 2.5 will be upon receipt of each unit, fastest turnaround time is anticipated. Delivery time expected not to exceed thirty (30) days after receipt of order.
