About this file
This is a Statement of Work (SoW) for a Mobile Destruction Unit (MDU) contract issued by the 53rd Wing (53 WG) at Eglin Air Force Base.
The 53 WG/AP requires on-site destruction of approximately 1,245 pieces of Special Access Program (SAP) classified IT equipment and associated physical assets in accordance with DoD security policies. The contractor must provide a mobile destruction service at Eglin AFB that allows government oversight of the entire destruction process, including sorting, de-manufacturing, and final destruction into unclassified e-waste, HAZMAT, and recyclables. The service must accommodate classified material up to TS//SAR/SCI level, with contractor personnel holding appropriate security clearances. Key tasks include: conducting on-site destruction with government two-person integrity escorts present; providing written destruction receipts documenting device type, serial numbers, destruction dates, methods, and witness names for each of five unit inventories (28 TES, 85 TES, 53 WG/AP, 53 WEG, and OFP CTF); transporting unclassified materials off-site for final disposal at smelter or recycling facilities; and maintaining positive control throughout the lifecycle. All destruction work must occur during normal business hours (0730-1630, Monday-Friday). The contractor must also provide transportation between military gates and the consolidation facility, supply necessary storage materials, and appoint a Program Manager as the single point of contact. The contract is Firm Fixed Price with a 90-calendar-day period of performance to schedule, destroy, and conduct closeout activities upon award. The Government has indicated intent to leverage System High, citing it as the only mobile destruction company currently approved for SAP IT destruction.

Statement of Work (SoW) for
Mobile Destruction Unit (MDU)
Table of Contents
Background ................................................................................................................... 3-6
Contractor Requirements 7-10
Project Schedule
Project Closeout
1. Background
The 53 WG/AP requires a safe and secure way to properly destroy SAP classified materials (IT equipment and associated physical assets) according to Air Force security guidelines. This requirement is considered urgent because 53 WG and subunits have years of backlogged remnant
IT equipment that poses a security concern and is taking up valuable physical space in multiple 53
WG Eglin facilities. Due to the safety and security hazards and time constraints of this requirement, 53 WG/AP plans to contract out this work to a company specializing in Mobile
Destruction Unit (MDU) efforts.
53 WG/AP plans to leverage System High, a local company that specializes in on-site equipment sanitization and destruction among other extensive MDU efforts. Contracting this work to System
High is the best course of action because it is the safest for employees, the most cost-effective, the fastest, and most secure course of action. In addition, it is the only mobile destruction company known at this time that has been approved for Special Access Program (SAP) Information Technology (IT) destruction. 53 WG/AP requests GSA buy/limited source this effort as our organization has previously destroyed SAP materials successfully using this source. Market research also concluded that utilizing System High would be the best option for MDU efforts.
2. Scope
Utilizing a classified destruction service is necessary to support an urgent requirement. A destruction service provides the government with the ability to destroy classified material designated for destruction in an expeditiously safe and secure manner in accordance with the security guidelines listed below. A destruction service affords the Government the unique capability to monitor contractor actions of sorting, de-manufacturing, and destruction of classified materials on site (EGLIN AFB), greatly reducing security risks associated with transport and data reconstitution. The Government will witness the entire process to the point where materials are reduced to unclassified e-waste or identified as unclassified HAZMAT and/or unclassified recyclables. This effort will be a Firm Fixed Price.
3. Contractor Requirements
3.1 The Contractor shall identify and provide a Program Manager (PM) to act as the single point-of-contact responsible for managing and directing the Contractor’s activities with respect to this contract order and for interfacing with the
Government. Program Management activities include planning, coordinating, organizing, directing, controlling and reporting to support the authorized work.
3.2 The Contractor shall maintain a system for tracking the progress of this contract and manage the contract to completion.
3.3 The Contractor shall participate in discussions, consultations, and meetings with the
Government through the life of the project to keep the Government regularly informed of project status.
3.4 The contractor will travel to 53 WG/AP (at Eglin Air Force Base) and will gain
Government approval to do so in advance.
3.5 The contractor will ensure the proper inventory of all equipment slated for destruction.
3.6 The contractor will provide destruction of all inventoried equipment IAW the relevant
