The scope includes removal and disposal of all building structures, contents, foundations, footings, and associated systems including piping, electrical systems, chimneys, and bollards. The contractor must perform asbestos and lead-based paint abatement as required—Buildings 656 and 657 require abatement due to current conditions, while Building 2701 requires approximately 30 percent (580 sq ft) abatement based on 1992 testing. All hazardous materials (smoke alarms, fluorescent lights, batteries, thermostats) must be removed to Building 1208 (Hazardous Waste Accumulation Facility) for disposal. The contractor is responsible for refrigerant evacuation, dust control, debris management, utility coordination, environmental compliance including recycling of steel, copper, aluminum, glass, and lumber, site restoration with grading and hydro-seeding, and all asphalt and concrete paving repairs. Work shall comply with JBLE Environmental Management Plan 4.4.6.16, OSHA regulations, Virginia stormwater management requirements, and the Virginia Runoff Reduction Method (VRRM). Operations occur Monday through Friday, 0700-1600 EST, excluding federal holidays, with work hours outside normal times requiring advance coordination. The contractor must submit numerous deliverables including Quality Control Plan, Storm Water Management Plan, Erosion and Sediment Control Plan, Asbestos Abatement Plan, Demolition Plan, Waste Management Plan, Hot Work Permit, Safety Plan, soil and topsoil sampling plans, permits, and site plans according to specified schedules. Government will provide as-built drawings, utilities drawings, and topography maps (subject to verification by contractor) but will disconnect utilities prior to demolition through privatized utility providers (Dominion Energy Virginia for electrical; American States Utility Services for water/sewer; Virginia Natural Gas for natural gas). The contractor shall obtain and maintain all required state and local permits, base access passes (DBIDS), and identification badges for personnel. Performance evaluation includes daily inspections by contractor, periodic inspections by Quality Assurance personnel, and acceptance upon final inspection completion. The Services Summary establishes performance thresholds for environmental compliance, building demolition, utility disruption notification, site restoration (including two grass cuttings), plan/report submissions, and progress reporting via AF Forms 3064 and 3065. No government-furnished property or equipment is provided; the contractor furnishes all management, transportation, tools, supplies, equipment, labor, and supervision required.
