About this file

This is a Questions and Answers document for DEMO 656, 657, and 2701, addressing contractor inquiries regarding a building demolition and abatement project at JBLE-Eustis.

The project involves demolition of three buildings with associated environmental remediation requirements. The government assumes asbestos-containing material (ACM) is present in Buildings 656 and 657 based on their construction era and will provide any existing hazmat survey documentation; however, contractors are responsible for performing all required asbestos inspections, sampling, testing, and reporting to comply with NESHAP and Virginia regulations. Only CAC/CSST-certified Virginia personnel may perform asbestos sampling. Contractors may rely on standard building knowledge and destructive samples obtained during the pre-bid site visit to estimate abatement costs, and contractor proposals must absorb any additional testing costs discovered during execution. The same identification, sampling, abatement, handling, transportation, and disposal requirements apply to lead-based paint (LBP). Demolition scope for exterior elements (sidewalks, trees, gazebos, signs, concrete sections) is documented in PWS imagery; no separate written scope confirmation will be issued. Dominion Energy disconnect timelines vary by building with no advance predictability. Allowable work hours are 0800-1700, and the project disturbance area exceeds one acre, subjecting it to Virginia NPDES Construction General Permit requirements. Clean fill and backfill materials must meet geotechnical and chemical testing standards; crushed concrete and recycled aggregate materials are not acceptable. The contractor is responsible for dust control and procuring all fill materials. Base-specific requirements for handling, transportation, recycling, and disposal of construction/demolition debris, ACM, LBP, and regulated materials are detailed in EMP 4.4.6.16. The proposal submission deadline is Tuesday, June 23, 2026, at 4:30 PM EST.

Questions & Answers DEMO 656, 657, 2701

1. ABATEMENT SCOPE (Bldgs. 656 & 657): The PWS confirms environmental toxins were present upon entry and that abatement is required, but notes the government has not tested for ACM or LBP in either building. Can the government provide any available hazmat survey data, prior inspection reports, or estimated square footage of suspected ACM/LBP areas? If not, will the full destructive sample permitted at the pre-bid site visit be the sole basis for estimating abatement costs?

*The government assumes ACM is present in Buildings 656 and 657 based on their construction era. Any available documentation, such as prior surveys or inspection reports, will be provided if it exists. In the absence of confirmed testing data, offerors may rely on standard building knowledge and the destructive sample taken during the pre-bid site visit to estimate abatement costs.

2. POST-SITE-VISIT SCOPE CONFIRMATION: The PWS indicates that specific sidewalks, trees, gazebos, signs, and concrete sections to be demolished will be identified during the pre-bid site visit. Will the government issue a written summary or marked-up drawing following the site visit to formally document the confirmed demolition scope and any items to be protected?

*The PWS already includes images identifying exterior elements designated for demolition, and those depictions serve as the government’s confirmation of the required scope. A separate written summary or marked-up drawing will not be issued, as the PWS imagery reflects the demolition items to be removed along with the building.

3. DOMINION ENERGY (DEV) DISCONNECT TIMELINE: The PWS notes that DEV equipment removal timelines will vary by building and that some will take considerably longer than others.

Can the government identify which building(s) are anticipated to have longer DEV disconnect timelines so contractors can accurately account for sequencing and schedule in their proposals?

*The government cannot identify which buildings may experience longer Dominion Energy

(DEV) disconnect timelines. At this time, no additional detail is available. Contractors should plan their proposals with the understanding that disconnect durations may vary and cannot be predicted in advance.

1. Does the Government intend to provide an ACM survey for Buildings 656, 657, and 2701?

* Any existing documentation, such as prior surveys or inspection reports, will be provided.

2. If an ACM survey will not be provided, is the contractor responsible for performing all required asbestos inspections, sampling, testing, and reporting necessary to comply with

NESHAP, Virginia regulations, and disposal requirements?

*Yes.

3. If additional ACM is discovered after award that was not identified by the Government, will it be treated as a Differing Site Condition?

* The government assumes ACM is present in Buildings 656 and 657 based on their construction era.

4. Will asbestos surveys and sampling be required to be performed by appropriately certified

Virginia personnel (CAC/CSST/SST)?

* Yes.

5. Will only CAC/CSST-certified personnel be permitted to perform sampling?

*Yes.

6. Are bidders expected to rely solely on their own sampling results for bidding purposes?

*No, bidders may rely on standard building knowledge and the destructive sample taken during the pre-bid site visit to estimate abatement costs.

7. How will differing sampling results between bidders be handled contractually?

*According to the SOW, the contractor must perform abatement on all buildings (Sections

2.1.5, 2.2.5, and 2.3.5.). The contractor’s proposal must absorb any additional testing costs.

Specifically, section 2.3.5 mandates a 30% (580 sq. ft) abatement for Bldg 2701. Contractually, evaluations are based on competing abatement costs rather than sampling results.

8. Please confirm whether the requirements for identification, sampling/testing, abatement/removal, handling, transportation, and disposal applicable to ACM are also intended to apply to Lead-Based Paint (LBP) and other regulated materials.

* Per the EMP:

5.1. ASBESTOS OR LEAD BASED PAINT

[Contact 733CES/OPS to determine any known presence of these materials]

5.1.1. ASBESTOS PRESENCE:

(Contact 733 CES/OPS to determine if any know presence of Asbestos, 757-878-3814) [Tests have indicated that asbestos is not present in the areas affected by this work //or// Tests have indicated the presence of asbestos in the areas affected by this work.] If asbestos not previously known to exist is exposed, the Contractor shall cease work in the affected area and notify the Contracting Officer.

5.1.2. ABATEMENT PLAN:

[Include if project requires asbestos removal] Abatement plans are to include but not limited to the description of how abatement is to be accomplished, required notifications, required licensing, employee safety requirements, and air sampling. The Abatement Plan shall be submitted to 733 CES/OPS for review.

5.1.3. ASBESTOS ABATEMENT OR REMOVAL NOTIFICATION:

[Include if project requires asbestos removal] Contractor is responsible for disposal of asbestos debris. Contractor is subject to OSHA, EPA and Commonwealth of Virginia compliance and inspection for asbestos removal. Contractor must perform asbestos abatement in accordance with these specifications and EPA National Emissions Standards for Hazardous Air Pollutants

(NESHAPs) for asbestos and any subsequent updates thereto. This includes State and EPA

Region 3 notifications that shall be accomplished at least 20 days prior to starting any asbestos abatement or removal. A copy of the notification shall be submitted to the

Contracting Officer and to 733 CES/OPS.

5.1.4. ASBESTOS MANIFESTS:

[Include if project requires asbestos removal] All asbestos waste manifests shall be signed by

5.2. LEAD BASED PAINT PRESENCE:

Tests have indicated that lead based paint is not present in the areas affected by this work

//or// Tests have indicated the presence of lead based paint in the areas affected by this work.] If lead based paint not previously known to exist is exposed, the Contractor shall cease work in the affected area and notify the Contracting Officer.

5.2.1. ABATEMENT PLAN:

[Include if project requires lead based paint removal] Abatement plans are to include but not limited to the description of how abatement is to be accomplished, required licensing, employee safety requirements, and air sampling. The Abatement Plan shall be submitted to

733 CES/CEIE for review.

5.2.2. LEAD BASED PAINT DISPOSAL:

Disposal of lead debris containers is the responsibility of the Contractor. Lead contaminated debris must be sampled to determine the concentration level of lead. The analysis will determine waste management procedures. 733 CES/CEIE will inform the Contractor on management procedures. If wastes are determined to be hazardous by regulatory criteria, the containers cannot leave the installation until a completed manifest is re- viewed and signed by 733 CES/CEIE. The Contractor must contact JBLE-Eustis’ Hazardous Waste Accumulation

Facility at 878-3915 to make arrangements to store full drums of lead contaminated waste at the <90 day site located at 1207 Taylor Avenue. The drums must be in good condition, labeled properly and closed. The Contractor has less than 90 days of storage on base before the containers must leave the installation.

9. Please confirm the allowable work hours for this project.

* 0800-1700

10. Is the project disturbance area greater than one acre and therefore subject to Virginia NPDES

Construction General Permit requirements?

*Yes.

11. Please confirm whether crushed concrete may be used as backfill material.

*No, per the EMP:

11.1.1. Clean Soil:

Projects requiring clean soil, including but not limited to topsoil and backfill materials, to be brought onto JBLE-Eustis or relocated within base property must meet minimum standards based on results of physical (geotechnical) and chemical testing. All materials will meet geotechnical specifications appropriate for the type of project being accomplished and are typically identified elsewhere in the project specifications. The intent of this section is to prevent cross contamination (i.e. planned excavation) and define clean soil based on chemical/project specifications. Soil contaminant levels shall be tested, with test procedures and results documented to ensure that only the source(s) of topsoil and/or backfill deemed to have acceptable soil contaminant levels be utilized for current and future use. The Contractor shall implement a plan and confirm the proposed source(s) of clean topsoil and/or backfill

(borrow source) meet the clean soil specifications for the project. The plan should incorporate borrow source information, sampling data, and testing results. As a minimum, the Contractor shall meet the following standards:

11.1.1.1. Borrow Source. The Contractor shall provide detailed borrow source information (e.g., location, owner, operator, past and current land use, previous chemical testing results) at the point of planned excavation to 733 CES/CEIE to determine chemical testing requirements. The

Contractor shall also submit a certification stating the materials contain no asbestos, no gross contamination have been discerned by visual or olfactory observations, and no spills of a listed hazardous waste (40 CFR 261) have occurred at the borrow site. If previous chemical testing results exist and are provided, 733 CES/CEIE will evaluate those results to determine if they are sufficient and the proposed borrow soils meet clean soil requirements. If testing is incomplete, 733 CES/CEIE will review borrow source information to determine chemical sample requirements.

12. Please confirm whether recycled aggregate material is acceptable fill material.

*No.

13. Are there any restrictions on recycling concrete generated by the demolition activities?
