About this file

This is a Statement of Work (SOW) for the Naval Civil Engineer Corps Officers School (CECOS) ADRF Distributed Antenna System (DAS) upgrade project at Port Hueneme, California.

The Contractor shall replace donor antennas, indoor antennas, splitters, directional couplers, and ADRF active hardware with LTE and 5G NR capable equipment. The existing DAS coax and connectors will not be replaced due to their broadband compatibility with all cellular frequencies. Additional work includes installing a Pep Link modem connected to a Network Operations Center (NOC) for 24/7 monitoring and commissioning the Broadband DAS (BDA) with spot checks for AT&T, Verizon, and T-Mobile coverage. The contract is structured as a firm fixed price (FFP) one-time purchase for Building 1444. The sole required deliverable is one LOT of ADRF DAS equipment (manufacturer ADRF) as detailed in line items 0001-0018 of RFQ N00244-26-P-0083. Equipment delivery must occur within 20 days of order receipt to the Center for Seabees and Facilities Engineering, 3502 Goodspeed Street, Building 1444, Port Hueneme, CA 93043-4336. Naval Civil Engineer Corps Officers School (CECOS) ADRF Distributed Antenna System (DAS)

STATEMENT OF WORK

1.0 Background:

The ADRF DAS is an intelligently designed cellular signal booster system that provides a +30

- 50 dBm gain to localized cell users. The DAS is configured to support/boost local ISP carriers helping to ensure signal loss. Cell signals are inhibited by various forms of mediums that block their connections. DAS amplified signal helps users avoid low connectivity signal loss by boosting its ISP source to their device. This helps with not losing connection while traversing through the building. This is critical for emergency response scenarios where existing infrastructure may be compromised or unavailable. DAS configurations by design provide a comprehensive communications solution for this loss, ensuring reliable data and voice capability for First Responder networks.

2.0 Scope of Work:

The Contractor shall replace donor antennas, indoor antennas, splitters, directional couplers & ADRF active hardware with LTE & 5G NR capable hardware. The DAS coax & connectors will not be replaced since its broadband & can support all cellular frequencies. Install Pep Link modem & connect to NOC for 24/7 monitoring. Commission BDA & spot check ATT, VZW & T-Mobile. for the Bldg. 1444 this will be a firm fixed price (FFP), one time purchase.
