Statement of Work Replacement of burner and addition of safety features on powder coat cure oven in
Bldg. 814
1.0 SCOPE
1.1 This statement of work identifies the Government's requirements for the replacement of burner and addition of safety features on powder coat cure oven located at Bldg 814. This contract will consist of replacing the existing burner with an Eclipse Winnox 2 million BTU/Hr (I). Upgrade Honeywell Flame safety (I) to new Fireye SB5605522AA. Installation of new NFPA 86 compliant Gas Train (Dungs DMV- LE 702/622) (1). Gas piping is to be painted safety yellow. Utilize dust enclosures above each zone to control debris and foreign materials from migrating outside work zones. Replace wires to junction boxes and LiquidTight Conduit for all associated electrical and mechanical changes to burner and Flame Controller to include emergency stop near control panel. Supply technical documentation of any mechanical or electrical alterations to existing system (i.e. mark-ups on existing drawings, separate drawings of edits if no drawings are available). Tune and pre-test for emissions compliance 30ppm NOx and 800pm CO @ 3% corrected 02. Conduct training on new burner start-up and shutdown procedures.
Supply recommended preventative maintenance manuals for new burner. Removal of all debris and replaced components off premises.
1.2 Equipment Service Location:
Naval Base Coronado, Fleet Readiness Center Southwest (FRCSW), North Island, Bldg. 814,900 Division, San Diego, CA 92135.
1.3 The Contractor shall have full knowledge of the referenced equipment and shall have immediate access to spare parts necessary to implement repairs. Adjustments and repairs shall be compliant with current commercial and industry practices and in accordance with this statement of work. Contractor personnel shall be factory trained and have full knowledge of the equipment being replaced and shall perform all work in compliance with the manufacturer's technical specifications. The Contractor's proposal shall include all travel, labor, equipment use and consumable parts costs.
Upon contract approval, maintenance will take 3-5 business days to complete once on station.
2.0 GENERAL REQUIREMENTS
REPAIR OF GAS BURNER ON OVEN
The Contractor is required to remove and replace burner, flame controller and add safety features on powder coat cure oven located at Bldg 814.
3.0 This will be a Firm-Fixed-Price (FFP) contract. There shall be no additional charges, other than specified per the contract line items, regardless of when the service is performed, the time spent by service personnel after arrival at the site or lodging while awaiting the arrival of additional maintenance personnel, equipment or delivery of parts, or for transportation to, or from, other sites. Overtime work, or work performed outside of normal business hours, are not authorized under the work order. The Contractor is cautioned to not exceed the amount specified, without a contract modification or verbal authorization from the Fleet Logistics Center San Diego (FLC-SD) Contracting Officer only.
4.0 Services are to be performed Monday through Friday (excluding federal holidays), during the hours of
6:00 AM to 4:00 PM PST local time.
4.1 The Contractor shall have full knowledge of the referenced equipment, including any proprietary features of hardware and software, and must be able to perform all work in compliance with the manufacturer's (OEM) technical specifications, current commercial practices, and in accordance with this statement of work.
4.2 The Contractor shall ensure that all personnel involved in the scope of this work order are aware of monetary limitations of the FFP order. In the event the Contractor is confronted with uncertainty related to performance. or the procurement, they are instructed to immediately notify the Government end user, Contracting Officer and DGR.
4.3 In the event the Contractor is confronted with uncertainty related to performance or has knowledge of necessity that has not been previously identified within the limitations of the contractual agreement, they are instructed to immediately notify the DGR.
4.4 FRCSW personnel are "not authorized" to direct contractor personnel to perform any additional labor or furnish parts outside of the scope of the work order or other contract. This course of action may constitute an "Unauthorized Commitment" (UAC). In the event of uncertainty, the Contractor is required to contact the FLCSD Contracting Officer specified in the contract for guidance.
4.5 Base Access:
Work Center 904 personnel will escort contractors on and off base for the duration of maintenance performed.

Invoices for services rendered under this contract shall be submitted electronically through Wide Area Workflow (WA WF). The Contractor shall be responsible for uploading a copy of the signed MSR into WAWF as an attachment upon invoicing. Failure to include the document may result in the delay of invoice and payment procesesing.
The services once performed are required to be invoiced within 30 days.
