About this file
This document includes a statement of work and related federal contract opportunity solicitation. The statement of work outlines requirements for crane services to support installation of an antenna, radome, and other equipment at a Federal Aviation Administration site near Battle Mountain, Nevada. One large crane is needed on June 16th to lift various assets weighing up to 2,000 pounds each onto an antenna tower. Two smaller 30-ton cranes are needed on June 15th to lift radome panels weighing up to 200 pounds to technicians. The period of performance for large crane services is anticipated from arrival on the first day through demobilization on the sixth day. The period of performance for small crane services is anticipated similarly from the first through sixth day. The solicitation seeks quotes for the crane services described in the statement of work to meet the Federal Aviation Administration's urgent need. Quotes are due immediately with schedule being more important than price and the ability to support lifting operations as needed. The Federal Aviation Administration intends to make one or more purchase order awards.

Statement of Work (SOW)
SERVICES
Battle Mountain, NV CARSR Antenna & Radome Installation
6/8/2023
1. Introduction and Overview
This is an urgent and compelling requirement to support FAA Mission of Battle Mountain, NV ARSR-2 radar site. An antenna system and radome must be installed as soon as possible to restore FAA mission requirements.
The purpose of this requirement is for crane services to lift a beacon antenna, equipment, and radome structure onto the antenna deck.
2. Background
On December 27th, 2022, the Battle Mountain (BAM), NV, CARSR system experienced an unscheduled outage, resulting in the loss of both Radar and Beacon Data Services (RDAT & BDAT). The Common Air
Route Surveillance Radar (CARSR) is a long-range L-band radar with a range of 200 nautical miles. The
CARSR has as its purpose the detection and tracking of aircraft that are Enroute from one airport to another.
BAM CARSR is located on the 9,600ft peak of Mt Lewis in Nevada and routinely experiences high winds, snow and ice during the winter season. The Airway Transportation Systems Specialist (ATSS) access the facility via snow-cat located at the Saddle snow-cat shelter, approximately 1.2 miles from the site. FAA Field
Maintenance Program (FMP) crews only plow the roads to provide access the snow-cat shelter.
The Remote Maintenance and Monitoring (RMM) status for the CARSR system indicated an open antenna interlock. While attempting to access the facility, Wednesday, January 11th, 2023, the snow drifts exceeded the 20ft marker poles used to guide the snow-cat driver safely to and from the facility, preventing the ATSS from site access. Prior to returning, the visibility at the Saddle was sufficient to observe a catastrophic radome failure that encloses the Radar, Beacon and communication antennas.
On March 16th 2023, all radio communication links were lost, FAA, DOD and AT&T, from the Battle
Mountain, NV location, causing Air Traffic to declare an Air Traffic Control (ATC) Alert for sectors 42 and
44. This alert requires that all commercial and civilian air traffic to be re-routed around the affected sectors.
Airway Transportation Systems Specialist (ATSS) observed via helicopter that the CARSR/BI-6 antenna collapsed onto the communication equipment that provides the radio service to Air Traffic and other customers.
3. Scope of Work

Crane lifts would be for the following:
▪ Antenna Sail: 7 pieces not to exceed 1500lbs / dimensions 30’x10’x6’ lifted from the ground/trailer and placed on 75’ tower (TBD contingent on space availability on antenna deck
▪ Antenna Beacon: estimated at 1500lbs / dimensions of 28’x4’x8’ lifted from the ground/trailer and placed on 75’ tower
▪ Antenna Pedestal: 1 piece estimated at 2,000/bs / dimensions 48’x48’x48 lifted from the ground/trailer and placed on 75’ tower
▪ Spanko Gantry Crane: 4 pieces each under 500lbs / largest dimension would be a 10’ beam lifted from the ground/trailer and placed on 75’ tower
▪ Overhaul Crane: 6 pieces each not to exceed 2,000lbs / dimensions 16’x3’x5’ lifted from the ground/trailer and placed on 75’ tower
▪ Radome Structure: estimated at 13,600lbs / 45.51’ tall / Outside diameter is 59.33’ lifted from the ground and placed on 75’ tower
Note: Radome will have 80’ long lifting straps to assist the lift will be provided as Government
Furnished Equipment (GFE).
SMALL CRANE REQUIREMENT: The vendor must provide (2 QTY) 30-ton cranes, crane operator(s), rigging/ground crew for crane operations, and incidentals to lift radome panels from ground and/or trailers to FAA technicians who will be installing each piece.
▪ Radome Panels: Approximately 109 panel pieces. Each panel not to exceed 200 1bs. lifted from the ground/trailer and to the receiving technicians who will be installing each piece.
Two cranes will be operating at the same time of radome build
▪ Radome Structure: Height of a completed dome is 45.51 ft. tall / 59.33 ft in diameter
Contractor must notify the FAA Contracting Officer (CO) immediately if change of schedule or delay is intended to utilize or incur any cost against the contingency contract line item which addresses delays.
