About this file

This Statement of Work (SOW) details critical repairs and refurbishment of Central Process Systems (CPS) at NASA's Glenn Research Center Lewis Field campus. The project scope includes six specific infrastructure replacement tasks: 1) Building 64 Phase 1 Start Breakers demolition and replacement, 2) Replace Desi Burner System in Building 95, 3) Central Air Dispatch Pressure Transmitter replacement in Building 64, 4) Central Air Dispatch Temperature Transmitter replacement in Building 64, 5) Building 23 UPS Replacement, and 6) Building 64 UPS Replacement.

The project addresses aging infrastructure for critical aeronautics ground test facilities, including the 10x10 Supersonic Wind Tunnel, Wind Tunnel Complex, Icing Research Tunnel, Propulsion Systems Laboratory, and other research facilities. Many system components are 50-70 years old, with equipment like starter breakers, transmitters, and UPS systems failing or becoming obsolete. The repairs are essential to maintain safety, reliability, and operational efficiency for NASA's research capabilities, particularly supporting missions in aerospace technology and International Space Station experiments.

DESCRIPTION

This Central Process Systems Phase 1 Repairs (CPS Phase 1) provides for critical repairs and refurbishment of Central Process System equipment at Glenn Research Center’s Lewis Field campus.

Age and condition of the existing system dictates that infrastructure be repaired or replaced to promote safety, reliability, and efficiency of operations for the Center.

This statement of work describes the nature and extent of the construction services required to complete the project located at the National Aeronautics and Space Administration, Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135.

BACKGROUND

The GRC Lewis Field CPS supports multiple aeronautics ground test facilities across the Central Campus including the 10x10 Supersonic Wind Tunnel, the 8x6/9x15 Wind Tunnel Complex, the Icing Research Tunnel (IRT), the Propulsion Systems Laboratory (PSL), the Aero-Acoustic Propulsion Laboratory (AAPL), Advanced Subsonic Combustion Rig (ASCR) and approximately sixty test rigs within the Engine Research Building (ERB) Complex. The CPS also provides services to the Zero Gravity Facility, which provides ground testing in support of International Space Station (ISS) experiments.

Much of the Combustion Air and Altitude Exhaust System equipment and components are 50 to 70 years old. The CAEB Bldg. No. 64 starter breakers and DESI Burner System are antiquated, and parts are no longer available. The pressure/temperature transmitters are antiquated and are falling out of calibration.

This could create a safety concern if the transmitters fail to read properly and personnel attempt to work on energized piping. The UPS systems for Buildings 23 and 64, which supports the CPS control systems, are antiquated and failing. The batteries have exceeded their design life. The Exhauster couplings are 15 years old and only have a life expectancy of 10 years (based on past experience). Each of the couplings is unique, there are no spares and lead times for delivery could exceed eight months.

Failures of these systems impact testing in multiple AETC facilities that support ARMD missions including tests associated with the Advanced Air Transport Technology Project (AAVP) and the Transformational Tools and Technologies Project (TACP).

SCOPE

The scope of this project is as follows:

1) Building 64 Phase 1 Start Breakers demolition and replacement.

2) Replace Desi Burner System in Building 95 demolition and replacement.

3) Central Air Dispatch Pressure Transmitter in Building 64 demolition and replacement.

4) Central Air Dispatch Temperature Transmitter in Building 64 demolition and replacement.

5) Building 23 UPS Replacement demolition and replacement.

6) Building 64 UPS Replacement demolition and replacement.
